Elizabeth Warren, D-Mass., plans to enact federal workforce policy that reverses Trump administration initiatives, should she be elected president in 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a <a href=\"https:\/\/medium.com\/@teamwarren\/empowering-american-workers-and-raising-wages-a60f27847bcb\" target=\"_blank\">policy plan<\/a> for empowering the American workforce released Oct. 3, Warren promised to rescind <a href=\"https:\/\/www.federaltimes.com\/management\/2019\/09\/25\/court-denies-rehearing-request-on-anti-union-executive-orders\/\" target=\"_blank\">three executive orders issued by President Donald Trump<\/a> that place strict restrictions on federal unions, require the renegotiation of collective bargaining agreements and make it easier to fire federal employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Warren\u2019s policy goes one step further than trashing the executive orders, by planning to make it possible for federal employees to strike for changes to their labor agreements, a practice that is currently prohibited by the Federal Service Labor-Management Relations Statute, which defines federal employee striking as an \u201cunfair labor practice.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Warren\u2019s plan would also guarantee that feds are paid during lapses in appropriations, stating:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI will also fight to ensure that federal workers are paid continuously during government shutdowns rather than facing furloughs and no-pay status, and crack down on contracting out services and on the widespread use of temp workers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal employees have to currently rely on Congress to <a href=\"https:\/\/www.federaltimes.com\/management\/pay-benefits\/2019\/01\/11\/congress-passes-federal-pay-guarantee-after-shutdown\/\" target=\"_blank\">authorize back pay<\/a> for when they were either out of work or forced to work without pay during a lapse in appropriations. Contractors have <a href=\"https:\/\/www.federaltimes.com\/management\/2019\/03\/29\/the-shutdown-is-long-over-but-these-workers-are-still-unpaid\/\" target=\"_blank\">never received such back pay<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump administration\u2019s practice for workforce management has been targeted at \u201cdraining the swamp,\u201d which includes hard-to-fire federal employees, <a href=\"https:\/\/www.federaltimes.com\/management\/2019\/08\/05\/official-calls-usda-departures-wonderful-to-drain-the-swamp\/\" target=_blank>Office of Management and Budget Director Mick Mulvaney confirmed<\/a> at an August South Carolina Republican Party Silver Elephant Gala.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Warren\u2019s policy plan for federal workers is part of a larger promise to guarantee the right to organize for public sector workers, provide more protections for labor organizations and broaden the definition of \u201cemployee\u201d and what it means for labor unions.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Democratic presidential candidate Sen.
