{"id":21268,"date":"2021-03-09T20:21:17","date_gmt":"2021-03-09T20:21:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2021\/03\/09\/opm-extends-temporary-senior-appointment-authority\/"},"modified":"2026-08-08T04:49:33","modified_gmt":"2026-08-08T04:49:33","slug":"opm-extends-temporary-senior-appointment-authority","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/hr\/2021\/03\/09\/opm-extends-temporary-senior-appointment-authority\/","title":{"rendered":"OPM extends temporary senior appointment authority"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Agencies may keep their authority to appoint a few short-term officials to noncareer Senior Executive Service positions for presidential transition purposes for longer than initially allowed, under guidance issued by the Office of Personnel Management March 8.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Initially, agencies only had the authority to make such appointments from Jan. 20 to Jan. 30, and such appointments were not to exceed 21 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cabinet-level agencies were authorized to make up to five noncareer SES appointments and non-Cabinet agencies were authorized to make up to three.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/hr\/2021\/01\/11\/opm-places-senior-position-applications-on-hold\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/resumes.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">OPM places senior position applications on hold<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Applications for the Senior Executive Service may face delays as the Office of Personnel Management has placed a hold on a final step in the hiring process.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cSince that time, several agencies have identified their need for additional time for these appointees to effect transition in agency policies and programs and to complete pre-appointment background checks,\u201d acting OPM Director Kathleen McGettigan wrote in a memo to agency heads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEffective immediately, the noncareer SES appointment authorities issued under the memorandum of January 12, 2021, are restored to each agency solely for use in making temporary transition noncareer SES appointments. Subject to statutory limits on noncareer appointments in each agency, these authorities may be used to make noncareer SES appointments for transition purposes until April 30, 2021. An appointment made under this authority may not exceed 120 days.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By law, no more than 25 percent of an agency\u2019s SES positions may be filled by noncareer personnel at any given time \u2014 though some individual agencies have a higher limit \u2014 and no more than 10 percent of SES positions governmentwide may be filled by noncareer personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OPM\u2019s temporary authority also doesn\u2019t increase an agency\u2019s overall SES allocation, meaning that if all SES positions are already filled at an agency, they cannot also take on temporary appointments for transition purposes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration\u2019s transition overall got off to a <a href=\"https:\/\/www.federaltimes.com\/management\/2020\/11\/23\/gsa-head-makes-transition-resources-available-to-biden-after-intense-criticism\/\" target=_blank>slower than usual start<\/a>, as the General Services Administration head at the time refused to make transition funds available to the Biden team until nearly three weeks after Election Day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those days before formal transition resources were made available to the Biden team were considered \u201cmissed opportunities\u201d by experts to prepare the incoming administration to take over the presidency.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a
