{"id":21269,"date":"2021-06-24T17:10:14","date_gmt":"2021-06-24T17:10:14","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2021\/06\/24\/new-director-promises-to-address-unique-and-significant-challenges-to-opm\/"},"modified":"2026-08-08T04:55:42","modified_gmt":"2026-08-08T04:55:42","slug":"new-director-promises-to-address-unique-and-significant-challenges-to-opm","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/leadership\/2021\/06\/24\/new-director-promises-to-address-unique-and-significant-challenges-to-opm\/","title":{"rendered":"New director promises to address \u2018unique and significant\u2019 challenges to OPM"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The new director for the Office of Personnel Management has expressed her commitment to strengthening the agency that was <a href=\"https:\/\/www.federaltimes.com\/management\/2020\/11\/02\/trump-administration-abandons-plan-to-split-up-personnel-office\/\" target=\"_blank\">on the chopping block less than a year ago<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kiran Ahuja was sworn in as the OPM chief on June 24, two days after the Senate <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2021\/06\/22\/kiran-ahuja-confirmed-as-opm-director\/\" target=\"_blank\">confirmed her for the position<\/a> in a contentious vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOPM has faced unique and significant challenges, and it will take time to fully address them. But I\u2019m confident we\u2019ll come out stronger on the other side \u2014 because we will do this together. I strongly believe with all of you, we are well-positioned for our next chapter as an agency,\u201d Ahuja said at her virtual swearing-in ceremony in an address to OPM\u2019s workforce. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know you are already tackling the major issues of our times. From shaping how and where we work in the future to ensuring everyone is safe while working during this pandemic, and discussions regarding how we rebuild our federal workforce. There\u2019s no shortage of conversations to be had and issues to tackle,\u201d she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OPM has been under intense political pressure over the last few years. The Trump administration proposed <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/06\/21\/whats-inside-trumps-major-government-overhaul\/\" target=\"_blank\">getting rid of the agency<\/a> and merging its functions with the General Services Administration and the Executive Office of the President as part of a sweeping government reform plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency was also the vehicle for many of the Trump administration\u2019s workforce reform initiatives, such as <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/05\/25\/trump-targets-feds-in-latest-series-of-executive-orders\/\" target=\"_blank\">changing how agencies collectively bargain<\/a> with employee unions and <a href=\"https:\/\/www.federaltimes.com\/management\/hr\/2019\/09\/17\/a-new-rule-could-make-it-easier-to-fire-feds\/\" target=\"_blank\">cracking down on poor-performing individuals<\/a> .<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Joe Biden <a href=\"https:\/\/www.federaltimes.com\/management\/2021\/03\/05\/opm-releases-guidance-for-undoing-trumps-workforce-orders\/\" target=\"_blank\">overturned most of those initiatives<\/a> in his first few weeks in office, but OPM has a history of <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2020\/03\/17\/government-personnel-office-abruptly-loses-its-top-official\/\" target=\"_blank\">inconsistent leadership<\/a>. The agency had five different directors \u2014 two of which were confirmed by the Senate \u2014 in the last four years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ahuja promised OPM employees that she is \u201cin this for the long haul,\u201d reiterating commitments to Congress that she intends to serve out a full term as director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou are building, strengthening, and supporting the world\u2019s best workforce. I truly believe that. Every single person at OPM is helping to recruit, retain and honor the workforce that\u2019s landing rovers on Mars, fighting climate change and cancer, and building this country back better,\u201d Ahuja wrote in a June 24 <a href=\"https:\/\/us-opm.medium.com\/director-kiran-ahujas-first-note-to-employees-1180e18d9b48\" target=\"_blank\">letter to employees<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s a tall order, and it\u2019s not easy. It\u2019s no secret that OPM has faced serious challenges.
