{"id":21358,"date":"2015-03-24T16:04:37","date_gmt":"2015-03-24T16:04:37","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2015\/03\/24\/federal-cio-agencies-need-to-finish-it-projects\/"},"modified":"2026-08-08T04:55:10","modified_gmt":"2026-08-08T04:55:10","slug":"federal-cio-agencies-need-to-finish-it-projects","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2015\/03\/24\/federal-cio-agencies-need-to-finish-it-projects\/","title":{"rendered":"Federal CIO: Agencies need to finish IT projects"},"content":{"rendered":"\n<p><img decoding=\"async\" alt=\"ID=24511823\" assetid=\"24511823\" assettype=\"image\" src=\"http:\/\/www.gannett-cdn.com\/-mm-\/f026eb0afeb13f2914a2aae5ba8ca9d5ff411fc8\/c=0-0-2100-1795\/local\/-\/media\/2015\/03\/06\/FederalTimes\/FederalTimes\/635612509011070637-scott.png\" title=\"635612509011070637-scott[ID=24511823]\" width=\"245px\"\/><span>In his first public address since <\/span><a href=\"http:\/\/www.federaltimes.com\/story\/government\/it\/cio\/2015\/02\/05\/tony-scott-new-federal-cio\/22951167\/\" title=\"http:\/\/www.federaltimes.com\/story\/government\/it\/cio\/2015\/02\/05\/tony-scott-new-federal-cio\/22951167\/\">joining the federal government in February<\/a><span>, Federal CIO Tony Scott said agencies need to focus on finishing the major IT projects they start.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We&#8217;ve really got to land the planes that we&#8217;ve launched,&#8221; the government&#8217;s chief technologist and amateur pilot told the audience at an AFCEA Bethesda Chapter breakfast on March 24. &#8220;For all the efforts we&#8217;ve started we have to make sure results get delivered and we are held accountable for delivering results on the many promises we&#8217;ve made across the organization.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More: <\/b><a href=\"http:\/\/www.federaltimes.com\/story\/government\/it\/cio\/2015\/02\/05\/tony-scott-new-federal-cio\/22951167\/\" title=\"http:\/\/www.federaltimes.com\/story\/government\/it\/cio\/2015\/02\/05\/tony-scott-new-federal-cio\/22951167\/\">Tony Scott named new Federal CIO<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After a month and a half of meetings with agency CIOs and IT departments, Scott noted the amount of passion and initiative he&#8217;s seen for innovative ideas but that the federal government fails on follow-through.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Continuing the analogy, he noted even experienced pilots have a rough landing now and again but rarely have difficultly taking off.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It&#8217;s a perfect analogy for my experience in IT,&#8221; he said. &#8220;Projects are easily started, great ideas are initially thought of \u2013 it&#8217;s a lot of fun to celebrate the start of something new. Then it takes hard work and experience and the work of a lot of people to actually land something.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In order to get there, Scott said agencies and government as a whole need to understand the legacy systems they have, the capabilities they need and the technologies available to help them get there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Situational awareness is probably the most important skill a pilot has,&#8221; he said. &#8220;In government and in business, it&#8217;s great to fantasize about where you&#8217;d like to be but if you don&#8217;t have a realistic understanding of where you are \u2013 that situational awareness \u2013 it&#8217;s unlikely you&#8217;re ever going to do the things that are necessary to change that reality.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Scott said his main priority over the next few years will be to help agencies with those final steps and cultivate a culture of completion, as well as accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;For the next couple of years, my focus is let&#8217;s land the planes that
