Amid ongoing discussion of the significance of software and IT acquisition, a new official will specialize in just that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jeff Boleng will serve in the newly created role of special assistant for acquisition, Ellen Lord, under secretary of Defense for acquisition and sustainment, told reporters on April 13. Boleng\u2019s assignment is effective as of April 16, a follow-up announcement from DoD stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the new role he \u201cwill formulate the department\u2019s software acquisition strategy, advise department leadership on latest best practices in commercial software development, support the enterprise to build a team of top-tier software engineers, and work to develop modern software skills in the acquisition workforce,\u201d the DoD <a href=\"https:\/\/www.defense.gov\/News\/News-Releases\/News-Release-View\/Article\/1494530\/usdas-software-special-assistant-announcement\" title=\"\" class=\"\" target=\"_blank\">announcement<\/a> noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the top of Boleng\u2019s to-do list at the Pentagon: the F-35 joint strike fighter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJeff Boleng will spend over 90 percent of his time on F-35. He is going to be the individual who is working amongst all of the groups to enable us to bring the right talent onboard,\u201d Lord said, according to C4ISRNET sister publication <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/04\/13\/pentagon-creates-new-position-to-help-guide-software-acqusition-f-35-development\/\">Defense News<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have a challenge, I think both within the JPO [F-35 joint program office] as well as Lockheed Martin, in terms of getting a critical mass of contemporary software skill sets to begin to move in the direction we want to.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boleng arrives at the Pentagon from Carnegie Mellon University, where he served as acting chief technology officer and deputy CTO at the university\u2019s Software Engineering Institute. He also spent 21 years in the Air Force as a cyberspace operations officer and software engineer, according to the DoD news release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement of the new software-focused role comes just days after a report from the Defense Science Board underscored the importance of software and IT acquisition in the military. The report, released April 10, outlined <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2018\/04\/13\/dod-task-force-directs-it-acquisition-overhaul\/\" title=\"\" class=\"\">seven recommendations<\/a> to improve software acquisition for defense systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSoftware is a crucial and growing part of weapons systems and the department needs to be able to sustain immortal software indefinitely,\u201d the report\u2019s authors wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSoftware is a crucial and growing part of weapons systems and the national security mission, and the DoD must address its ability to build and sustain software continuously and indefinitely.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lord said
