{"id":21728,"date":"2017-12-02T21:05:30","date_gmt":"2017-12-02T21:05:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2017\/12\/02\/dod-acquisition-head-its-time-to-halt-some-legacy-programs\/"},"modified":"2026-08-07T22:24:30","modified_gmt":"2026-08-07T22:24:30","slug":"dod-acquisition-head-its-time-to-halt-some-legacy-programs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/acquisition\/2017\/12\/02\/dod-acquisition-head-its-time-to-halt-some-legacy-programs\/","title":{"rendered":"DoD acquisition head: It\u2019s time to halt some legacy programs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">SIMI VALLEY, Calif. \u2014 The Pentagon is in discussions with Congress about pivoting away from technology development programs that may no longer be relevant, the building\u2019s top acquisition official said Saturday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ellen Lord, the undersecretary of defense for acquisition, technology and logistics, said the building is having \u201cvery difficult discussions\u201d with the Hill about pivoting away from some programs in order to redirect funding to more vital systems, as it grapples with both changing global environments and the ongoing specter of sequestration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to continue the dialogue with Congress because the world\u2019s shifting around us and sometimes we need to redirect our investments,\u201d Lord told an audience at the Reagan National Defense Forum. \u201cAnd that\u2019s a tough thing to do sometimes, when you have to say what I decided I was going to do three years ago that were in the best interest of our nation perhaps isn\u2019t now, and It\u2019s always hard to stop something.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s hard. And it\u2019s hard for Congress to go back to their constituents and say \u2018guess what, we\u2019re going to stop this right now, even though it\u2019s in your district,\u2019\u201d Lord acknowledged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b><a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/reagan-defense-forum\/\" title=\"\">Click here for more news from the Reagan National Defense Forum!<\/a><\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lord did not go into details about what programs are under discussion, but did offer at least one area where she believes investments would pay off for the department in the future \u2014 hypersonic weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are generating capability, there are programs within DARPA, there are programs within [the Office of the Secretary of Defense], where we are generating new weapons that fly differently and that fly very fast that I think are going to be significant in our ability to really have an advantage over adversaries,\u201d Lord said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the fact the DoD already has hypersonic programs underway, Lord offered thanks to the previous Pentagon team, especially former Deputy Secretary of Defense Bob Work and his \u201cThird Offset\u201d strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the prior
