{"id":22028,"date":"2015-05-13T16:59:49","date_gmt":"2015-05-13T16:59:49","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2015\/05\/13\/former-fed-charged-in-spear-phishing-attempt-on-colleagues\/"},"modified":"2026-08-08T04:57:00","modified_gmt":"2026-08-08T04:57:00","slug":"former-fed-charged-in-spear-phishing-attempt-on-colleagues","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2015\/05\/13\/former-fed-charged-in-spear-phishing-attempt-on-colleagues\/","title":{"rendered":"Former fed charged in spear-phishing attempt on colleagues"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Charles Harvey Eccleston, 62, moved to the Philippines in 2011 \u2014 a year after being fired from the NRC \u2014 where he allegedly entered a foreign embassy offering to hand over classified intelligence taken from the U.S. government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More: <\/b><a href=\"http:\/\/archive.federaltimes.com\/article\/20141024\/CYBER\/310240013\/-Spear-phishing-tactics-becoming-more-sophisticated\" title=\"http:\/\/archive.federaltimes.com\/article\/20141024\/CYBER\/310240013\/-Spear-phishing-tactics-becoming-more-sophisticated\">&#8216;Spear-phishing&#8217; tactics becoming more sophisticated<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a sting orchestrated by undercover FBI agents, Eccleston offered to send targeted spear-phishing emails to his former colleagues at Energy that, when opened, would embed spyware and destructive malware on government computers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eccleston allegedly sent such emails to more than 80 employees in January 2015, however, due to the FBI&#8217;s involvement, none of the targeted computers were actually infected by the malware.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This former federal employee is charged with trying to launch a cyber-attack to steal sensitive information from the Department of Energy,&#8221; Acting U.S. Attorney Vincent Cohen said after <a href=\"http:\/\/www.justice.gov\/file\/eccleston-indictment\/download\" title=\"http:\/\/www.justice.gov\/file\/eccleston-indictment\/download\">the indictment was unsealed<\/a>. &#8220;Thanks to an innovative operation by the FBI, no malicious code was actually transmitted to government computers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More: <\/b><a href=\"http:\/\/archive.federaltimes.com\/article\/20131213\/CYBER\/312130006\/IG-Energy-Department-cyber-attack-hit-104-000\" title=\"http:\/\/archive.federaltimes.com\/article\/20131213\/CYBER\/312130006\/IG-Energy-Department-cyber-attack-hit-104-000\">IG: Energy Department cyberattack hit 104,000<\/a><\/p>\n\n\n\n<p><span>He was apprehended by Manila authorities in March and <\/span><span>extradited <\/span><span>to the U.S. to face felony charges, including three counts of attempted unauthorized access of computers and one count of wire fraud. He faces a combined maximum of 50 years in prison.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;As alleged in the indictment, Eccleston sought to compromise, exploit and damage U.S. government computer systems that contained sensitive nuclear weapon-related information with the intent to allow foreign nations to gain access to that material,&#8221; said John Carlin, assistant attorney general for national security. &#8220;We must continue to evolve our efforts and capabilities to confront cyber enabled threats and aggressively detect, disrupt and deter
