{"id":22284,"date":"2018-08-01T20:54:40","date_gmt":"2018-08-01T20:54:40","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/08\/01\/america-could-protect-cyberspace-like-wmds\/"},"modified":"2026-08-08T04:52:42","modified_gmt":"2026-08-08T04:52:42","slug":"america-could-protect-cyberspace-like-wmds","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/08\/01\/america-could-protect-cyberspace-like-wmds\/","title":{"rendered":"America could protect cyberspace like WMDs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The State Department is building a coalition of allies in cyberspace that it hopes can deter state-backed malicious activity, according to a top diplomat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rob Strayer, the deputy assistant secretary for cyber and international communications at the State Department, told Fifth Domain that the agency is trying to build a voluntary framework of countries that the United States can work with on cyber issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan is for the alliance to impose consequences after malicious events in cyberspace. Strayer said that although there are norms in cyberspace, they do not enforce themselves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the coalition of like-minded states in cyberspace, the State Department can coordinate legal, diplomatic, and attribution with a range of countries. One model is the attribution of the WannaCry and NotPetya cyberattacks, which the U.S. <a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/press-briefing-on-the-attribution-of-the-wannacry-malware-attack-to-north-korea-121917\/\">blamed <\/a>on foreign countries in concert with other nations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Strayer said the program\u2019s initial seeds were planted after a 2017 executive order from President Donald Trump on cybersecurity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He did not disclose which countries would be involved or when the digital alliance would be complete.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Experts have suggested that a \u201cproliferation security initiative\u201d could be a model for how to build rules in cyberspace. In general, a proliferation security initiative focuses on outlawing actions and coordinating responses among allies. The initiative was first launched in 2002 and used to stop the spread of weapons of mass destruction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the initiative appears to have some similarities with the State Department\u2019s plan, Strayer said there are key differences and said that it cannot be labeled as a proliferation security model.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, experts say the proliferation security model could have benefits in cyberspace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan \u201cprovides a potentially novel way to encourage collective action without necessitating legally binding commitments or changes to extant laws and norms,\u201d said <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3082907\">a January paper<\/a> from Temple and Columbia Universities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The authors said the proliferation initiative has also been criticized for being \u201ca tool of U.S.
