In addition, issues of peer review and employee compensation under that title are also non-negotiable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A 2010 memorandum of understanding approved by then-Secretary Eric Ken Shinseki, however, said that issues that are indirectly related or not related at all to patient care are negotiable. The MOU arose out of a working group comprised of both labor and management representatives.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/07\/17\/va-union-leaders-spar-over-impact-of-new-accountability-law\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_8008.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA, union leaders spar over impact of new accountability law<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Administration officials have repeatedly hailed the measure, but critics call it demoralizing and unfair to lower-level VA employees.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Wilkie rescinded that MOU, characterizing the change as part of the agency\u2019s commitment to veteran care.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPresident Trump has made it clear that we want our providers laser-focused on caring for veterans and that\u2019s exactly what we\u2019re doing here,\u201d said Wilkie in a news release on the change. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis move today ensures that unions can\u2019t bargain on issues related to our providers\u2019 professional conduct or competence, essentially patient care. Our nation\u2019s heroes deserve no less.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The press release categorized the policy change as part of the implementation of recent presidential executive orders restricting the use of official time by federal employees. Those executive orders are <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/07\/26\/administration-and-unions-battle-in-court-over-executive-orders\/\" target=_blank>currently at the center
