title=\"http:\/\/www.usatoday.com\/story\/news\/nation\/2015\/02\/02\/obama-budget-399-trillion-republicans\/22695611\/\">USA Today reports<\/a>.<\/p>\n\n\n\n<p>Though considered unlikely to pass the Republican Congress, the budget is intended &#8220;to <span style=\"letter-spacing: -0.05pt;\">bring <\/span><span style=\"letter-spacing: -0.05pt;\">middle <\/span>class <span style=\"letter-spacing: -0.05pt;\">economics <\/span>into the <span style=\"letter-spacing: -0.05pt;\">21st Century,&#8221; according to the president.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The budget, totaling nearly $4 trillion, includes billions in public works programs, initiatives in education, child care and paid leave for employees and other programs to benefit families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the federal government, the budget includes a 2.6 percent increase in IT spending, a 1.3 percent pay raise for federal employees and funding to add 25 more agencies to the U.S. Digital Service&#8217;s portfolio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Related: <\/b><a
