David Cox Sr. in a press statement. &#8220;Once a person has made restitution for past financial problems or served a sentence, he or she should have an opportunity to compete for federal jobs just like any other citizen.<br\/><br\/> &#8220;There is no question that access to a good, steady job is the best way to prevent recidivism. The opportunity to serve the public through federal employment should be available to all Americans who have the necessary skills, and this regulation will take us closer to that
