And though WMATA initially planned to reopen those stations by September, the need to socially distance construction crews and challenges with supply chains have caused uncertainty for that planned timeline.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/hr\/2019\/05\/28\/will-dc-metro-closures-make-agencies-allow-more-telework\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635936584988169395-gettyimages-143595862jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will D.C. metro closures make agencies allow more telework?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Washington, D.C., metro closures at six Virginia transit stations have caused the Office of Personnel Management to encourage greater use of telework.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">As a result, OPM \u201cstrongly encouraged\u201d agencies to consider how best to extend workplace flexibilities for employees that could be impacted by these closures. Those flexibilities include telework and alternative work schedules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUltimately, individual agencies are best positioned to determine any additional impacts that the WMATA project will have on their workforce during COVID-19,\u201d acting OPM Director Michael Rigas wrote in a <a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.chcoc.gov%2Fcontent%2Fimpact-2020-wmata-platform-improvement-project-washington-dc-area-federal-employees-during&#038;data=02%7C01%7Cjbur%40mco.com%7Cfc3e257512894d1cf7dc08d80677efb6%7C1d5c96e57ee2446dbed8d0f8c50edea5%7C1%7C0%7C637266459481911769&#038;sdata=qPml1cOLWilZqH6HnrVPd3VISniclCygkN68hkgME8Q%3D&#038;reserved=0\" target=_blank>June 1 memo<\/a> to agency chief human capital officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAgencies should be prepared to provide guidance to their employees on potential workplace flexibilities that may be available. Protecting our personnel and stakeholders from the effects of the COVID-19, while preserving the agency\u2019s ability to complete its mission, is the foundation of any agency plan.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many such employees are already on telework and flexible work schedules due to social distancing requirements caused by the coronavirus pandemic that began shutting down federal offices in March of this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OPM and the Office of Management and Budget <a href=\"https:\/\/www.federaltimes.com\/fedlife\/health\/2020\/04\/20\/heres-the-plan-for-sending-federal-employees-back-into-the-office\/\" target=\"_blank\">announced April 20<\/a> that federal leaders should plan to reopen agency offices in three phases, in line with the three phase opening plans scheduled for individual states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Northern Virginia and Washington, D.C., both entered into their first phases of reopening over the weekend. The April guidance encouraged agencies to consider new work arrangements during this period, with vulnerable populations still kept on maximum telework. Metro construction is likely to throw an additional and as yet unpredictable complication into agency plans for reopening.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the June OPM memo, the impacts to the metro construction project\u2019s timeline are still an unknown, and WMATA plans to announce an updated reopening date later this
