{"id":23344,"date":"2015-06-03T16:18:13","date_gmt":"2015-06-03T16:18:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2015\/06\/03\/cdm-phase-ii-set-to-kick-off-by-july\/"},"modified":"2026-08-08T04:54:31","modified_gmt":"2026-08-08T04:54:31","slug":"cdm-phase-ii-set-to-kick-off-by-july","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2015\/06\/03\/cdm-phase-ii-set-to-kick-off-by-july\/","title":{"rendered":"CDM Phase II set to kick off by July"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">With the first two sets of task orders out on Phase I and the remainder moving forward, the Department of Homeland Security is looking ahead to Phase II of the Continuous Diagnostics and Mitigation (CDM) program, which will cover identity, credentials and access management (ICAM).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GSA and FEDSIM \u2014 the arm of the General Services Administration working on the CDM procurement vehicle \u2014 are now looking for agencies that want to be the test cases for task orders on Phase II.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More: <\/b><a href=\"http:\/\/archive.federaltimes.com\/article\/20141117\/CYBER\/311170017\/CDM-Phase-II-centers-monitoring-user-privileges-activities\" title=\"http:\/\/archive.federaltimes.com\/article\/20141117\/CYBER\/311170017\/CDM-Phase-II-centers-monitoring-user-privileges-activities\">CDM Phase II centers on monitoring user privileges, activities<\/a><\/p>\n\n\n\n<p>The program office is expecting to release modifications to the blanket purchase agreements (BPAs) in the next 30 days, according to John Simms,  <g class=\"gr_ gr_35 gr-alert gr_gramm Grammar only-ins doubleReplace replaceWithoutSep\" data-gr-id=\"35\" id=\"35\">   CDM  <\/g> program manager at DHS. Once those BPAs are modified, agencies will be able to start buying ICAM services through the CDM vehicle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We&#8217;re heavily into Phase I and we are getting ready to modify the BPAs for Phase II,&#8221; Simms said during a panel at the Federal IT Acquisition Summit on June 2, hosted by 1105 Media. &#8220;We&#8217;re in the process of contacting agencies to begin the Phase II part of this \u2026 We&#8217;re actively looking for agencies to step forward to sign up for a mix of delivery orders and task orders to support Phase II.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More: <\/b><a href=\"http:\/\/www.federaltimes.com\/story\/government\/cybersecurity\/2015\/04\/16\/39m-cdm-task-order-2b-awarded\/25872237\/\" title=\"http:\/\/www.federaltimes.com\/story\/government\/cybersecurity\/2015\/04\/16\/39m-cdm-task-order-2b-awarded\/25872237\/\">$39M CDM contract awarded for six major agencies<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Simms also mentioned the bulk of the remaining awards on Phase I \u2014 groups C though E \u2014 are expected within the next 90 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once agencies have the base scanning and monitoring capabilities of Phase I, incorporating strong authentication controls should be easier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The BPA has been structured so that each of the phases is an add-on to the prior phase,&#8221; said Jim Piche, FEDSIM group manager for CDM. &#8220;Phase II, which is who&#8217;s on the network \u2014 the roles, who has account authorizations, what behaviors do they have \u2014 that is all being ordered in Phase II.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More: <\/b><a href=\"http:\/\/www.federaltimes.com\/story\/government\/cybersecurity\/2015\/03\/04\/cdm-accelerate-2015\/24374507\/\" title=\"http:\/\/www.federaltimes.com\/story\/government\/cybersecurity\/2015\/03\/04\/cdm-accelerate-2015\/24374507\/\">CDM rollout to accelerate through 2015<\/a><\/p>\n\n\n\n<p>The final group \u2014 Group F, made up of 41 small and micro agencies \u2014 will be awarding the first two phases together in  <g class=\"gr_ gr_34 gr-alert gr_gramm Grammar multiReplace\" data-gr-id=\"34\" id=\"34\">   a shared services  <\/g> environment. The program offices are currently weighing the requirements for all of Group F to ensure everyone is covered; that solicitation is expected before the end of the
