{"id":23715,"date":"2017-04-18T15:07:55","date_gmt":"2017-04-18T15:07:55","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2017\/04\/18\/va-taking-early-proposals-to-move-vista-to-the-cloud\/"},"modified":"2026-08-08T05:00:43","modified_gmt":"2026-08-08T05:00:43","slug":"va-taking-early-proposals-to-move-vista-to-the-cloud","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/smr\/acquisition-smr\/2017\/04\/18\/va-taking-early-proposals-to-move-vista-to-the-cloud\/","title":{"rendered":"VA taking early proposals to move VistA to the cloud"},"content":{"rendered":"\n<p><span class=\"inbox-inbox-s1\">The Department of Veterans Affairs Technology Acquisition Center is conducting market research to identify solutions and services for transforming aspects of the Veterans Information Systems and Technology Architecture (VistA) into a cloud-based platform.<\/span><br\/><br\/> <span class=\"inbox-inbox-s1\">The VA asked vendors to identify the potential of a commercial-off-the-shelf software-as-a-service model for consolidating the clinical (electronic health record) component of its system in a recent request for information posted to <span class=\"inbox-inbox-s2\">FedBizOpps<\/span>. (VistA\u2019s administrative, financial and business facets are not part of the current RFI.)<\/span><br\/><br\/> <span class=\"inbox-inbox-s1\">VA procurement officials posted an addendum on April 17 letting prospective bidders know the office would gladly accept submissions before the April 26 deadline.<\/span><br\/><br\/> <span class=\"inbox-inbox-s1\">The VA currently runs 130 VistA instances hosted at five data centers across the U.S., and wants ideas on how to standardize a single highly secure environment maintained by a third party.<\/span><br\/><br\/> <span class=\"inbox-inbox-s1\">The modernized VistA would need to support and incorporate the Computerized Patient Record System, web-based Joint Legacy Viewer and electronic Health Management Platform applications and GUIs.<\/span><br\/><br\/> <span class=\"inbox-inbox-s1\">Interdependency and security are key to the VA\u2019s considerations, so vendors are asked to submit statements on their technical approach and capabilities that:<\/span><br\/><br\/> <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><span class=\"inbox-inbox-s1\">Address how to normalize historical data;<\/span><\/li><li><span class=\"inbox-inbox-s1\">Replace and\/or integrate applications;<\/span><\/li><li><span class=\"inbox-inbox-s1\">Read and normalize data from other sources;<\/span><\/li><li><span class=\"inbox-inbox-s1\">Establish cloud scaling parameters;<\/span><\/li><li><span class=\"inbox-inbox-s1\">Provide for disaster relief infrastructure;<\/span><\/li><li><span class=\"inbox-inbox-s1\">Handle authentication, access control and auditing;<\/span><\/li><li><span class=\"inbox-inbox-s1\">Monitor intrusion detection;<\/span><\/li><li><span class=\"inbox-inbox-s1\">Patch and mitigate vulnerabilities; and<\/span><\/li><li><span class=\"inbox-inbox-s1\">Provide granular access control for all VistA data, among other points.<\/span><span class=\"inbox-inbox-apple-converted-space\">\u00a0<\/span><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Interested vendors should be capable of discussing the schedule, agility, flexibility, responsiveness, scalable and reliability, service quality and consistency, and continuous improvement of the system and are required to provide a timeline for data transfer and stand-up of a pilot, then enterprisewide deployment. The VA may engage individual companies in email correspondence, calls and virtual or physical meetings based on information in their RFI submissions, so proprietary\/company confidential material should be clearly marked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While VA is happy to take early submissions, responses must be received by <a href=\"mailto:Joseph.Pignataro@va.gov\" title=\"Link: mailto:Joseph.Pignataro@va.gov\">Joseph.Pignataro@va.gov<\/a> and <a href=\"mailto:Kevin.Monahan@va.gov\" title=\"Link: mailto:Kevin.Monahan@va.gov\">Kevin.Monahan@va.gov<\/a> by 12 p.m.
