But the military should look at those plans holistically to avoid wasting money and duplicating effort, the Government Accountability Office argued in a report published Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWithout an analysis of the tactical aircraft platform portfolio and a requirement to report underlying information externally, DOD and Congress will continue to have limited information when making major investment decisions,\u201d GAO said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/air-force-association\/2021\/09\/07\/new-us-air-force-study-asks-whats-the-right-number-of-f-35s\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6666595.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How many F-35s does the Air Force need?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A new tactical aircraft study underway could make certain what has until now been a suspicion: The U.S. Air Force is unlikely to purchase all of the 1,763 F-35A jets in its program of record.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That lack of transparency threatens to make the fiscal 2024 budget less effective than it otherwise might be, the researchers warned. Poorly informed decisions now could jeopardize U.S. troops in a potential fight against another advanced military like those of Russia or China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department responded that it plans to study its overall tactical portfolio within the next \u201cone to two fiscal years.\u201d But the department pushed back on the suggestion to provide that data to Congress, saying it\u2019s internal information that may not reflect their final decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most of the tactical aviation enterprise falls under the Air Force, but the Navy and Marine Corps boast sizable fleets as well. That includes the Air Force\u2019s A-10C, F-15, F-16, F-22A and F-35A; the Navy\u2019s F\/A-18E\/F, EA-18G and F-35C; and the Marine Corps\u2019 AV-8B, F\/A-18A-D and F-35B.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many of those aircraft have been in service for at least 30 years and are past their recommended lifespan. Still, the platforms are key to securing territory in times of war \u2014 a lesson highlighted by the Russian air force\u2019s failures in Ukraine over the past 10 months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTactical air forces are critical to achieving and maintaining air dominance during combat operations,\u201d GAO wrote. \u201cThese aircraft often operate during the first days of a conflict to penetrate enemy air space [and] defeat air defenses.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2022\/09\/23\/fighter-fleet-is-strained-and-bill-is-coming-due-acc-chief-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/F-35-elephant-walk.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Fighter fleet is strained \u2014 and bill is coming due, ACC chief says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Air Combat Command head Gen. Mark Kelly said the 2018 Air Force We Need study, which called for 62 fighter squadrons, was on the money.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Once tactical air units control the skies, other ground, air and naval troops can more safely begin their own missions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air Force officials have said at least 2,100 tactical aircraft would be sufficient to meet future needs, and the Navy and Marine Corps are pushing for nearly 1,200 of their own.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To hit those goals, the services planned to buy thousands of cutting-edge jets like the F-35. But testing delays and technical problems have forced the military to meet demand by instead keeping older airframes around longer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lackluster mission-capable rates \u2014 how often an aircraft can fly and perform at least one of its core missions \u2014 plus supply chain issues and other factors that drive up the cost of maintaining these complex, aging planes have made that a dicier proposition.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2022\/01\/31\/eagle-ii-gets-its-claws-f-15ex-fires-first-missile-in-gulf-of-mexico-test\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"127\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/F-15EX-first-missile-fire.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Eagle II gets its claws: F-15EX fires first missile in Gulf of Mexico test<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The test pilot who fired the missile called it another step towards getting the F-15EX ready for combat.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cStudies found that existing aircraft did not have the capabilities needed to compete in future combat scenarios, and some noted the need to invest in advanced technologies,\u201d GAO wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several pointed to capability and capacity issues that could hinder the military\u2019s air response in a crisis.
