{"id":24296,"date":"2018-04-18T16:51:00","date_gmt":"2018-04-18T16:51:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/04\/18\/key-democrat-fighting-plan-to-slash-pentagon-agencies\/"},"modified":"2026-08-07T22:39:18","modified_gmt":"2026-08-07T22:39:18","slug":"key-democrat-fighting-plan-to-slash-pentagon-agencies","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2018\/04\/18\/key-democrat-fighting-plan-to-slash-pentagon-agencies\/","title":{"rendered":"Key Democrat fighting plan to slash Pentagon agencies"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The House Armed Services Committee\u2019s top Democrat is pushing back on a <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/04\/17\/major-bill-aims-to-slash-pentagon-bureaucracy\/\" title=\"\" class=\"\" target=\"_blank\">proposal<\/a> to shutter seven Pentagon support agencies and slash 25 percent from the budgets of most of the others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Washington Democratic Rep. Adam Smith said he had \u201cserious concerns\u201d about the impact HASC Chairman <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/05\/18\/5-key-points-in-thornberry-s-next-wave-of-defense-acquisition-reforms\/\" title=\"\" class=\"\" target=\"_blank\">Mac Thornberry<\/a>\u2019s new proposal would have. Thornberry introduced a bill Tuesday aimed at reducing bureaucratic waste at DoD and guiding the Pentagon\u2019s <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/12\/28\/unwinding-bureaucracy-start-of-2018-to-see-major-pentagon-reform\/\" title=\"\" class=\"\" target=\"_blank\">internal reform efforts<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt appears this proposal could do serious damage to DoD\u2019s information infrastructure, testing ranges, and community support, as well as the basic DoD functions in the National Capital Region by eliminating critical agencies in one stroke,\u201d Smith said in a statement Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith, often a voice for restraint in defense spending, called for further analysis before cutting services that might impact troops\u2019 quality of life, \u201cas well as on thousands of jobs across the country.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith\u2019s statement set the stage for a HASC hearing Wednesday on the value of \u201cfourth estate\u201d agencies where Democrats took their lead from Smith and expressed similar concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also \u2014 a day after Thornberry suggested there may be $25 billion that could be reinvested in war fighting \u2014 witnesses said the effort is important, but threw cold water on the idea there was that much savings to be found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House bill would look to impose a mandatory 25 percent spending cut for a group of 28 agencies and, and in the process, eliminate seven specific entities, including the Defense Information Systems Agency. Should the 25 percent savings not be met by a January 2021 deadline, it would trigger a 25 percent across-the-board cut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we are working to get more value for the taxpayer dollar, to get more resources into the hands of the warfighter faster, and to make the department more agile and innovative in facing the wide array of security challenges before us, we cannot neglect to examine this large portion of DoD,\u201d Thornberry said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thornberry aims to add the language to the House\u2019s 2019 National Defense Authorization Act, set to be debated in early May before a House vote and reconciliation with a Senate version. After the hearing, Thornberry said he was open to adjustments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because much of DoD\u2019s \u201cfourth estate\u201d spending resides in combat-support and intelligence agencies that Thornberry would exempt from the cuts, there\u2019s not much left over that would be easy to cut, said witness Peter Levine, a former DoD deputy chief management officer now with the Institute for Defense Analyses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t meant to imply there are no efficiencies possible, but if we\u2019re looking at the rest of it, we have a quarter of the fourth estate left to look at,\u201d Levine said. \u201cYou can\u2019t achieve a 25 percent reduction when you look at only a quarter of the budget.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Witness Preston Dunlap, the former chief of staff at DoD\u2019s Cost Assessment and Program Evaluation office, said that if all seven agencies were eliminated, it would amount to a roughly 2 percent cut, adding, \u201cThere\u2019s a long way between 2 percent and 25 percent.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of the hearing wrestled with the difficulty in trimming budget items that have a constituency not only on Capitol Hill \u2014 but in the case of commissaries, education and healthcare \u2014 troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2016\/05\/17\/senators-renew-attempt-to-privatize-commissaries-and-one-vows-to-stop-it\/\" title=\"\" class=\"\" target=\"_blank\">Congressional efforts in 2016 to privatize commissaries<\/a> had a powerful foe, the Senate Armed Services Committee\u2019s No. 2 Republican, Sen. Jim Inhofe, of Oklahoma. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even DoD\u2019s audit has a constituency among fiscally conservative Republicans, who pushed back with Levine suggested it\u2019s not worth the $5 billion cost when the results are apparent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith noted that even the smallest proposal for savings would hit a \u201cbrick wall\u201d because of lawmakers\u2019 parochial concerns, citing the Base Realignment and Closure process as an example.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeople don\u2019t want jobs lost in their districts, they don\u2019t want things moved,\u201d Smith said. \u201cIf we\u2019re going to do this, we\u2019re all going to have to find some process, bite the bullet and allow DoD to have
