{"id":24638,"date":"2022-10-16T16:23:19","date_gmt":"2022-10-16T16:23:19","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2022\/10\/16\/feds-bostic-admits-financial-trades-broke-ethics-rules\/"},"modified":"2026-08-08T05:04:20","modified_gmt":"2026-08-08T05:04:20","slug":"feds-bostic-admits-financial-trades-broke-ethics-rules","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/2022\/10\/16\/feds-bostic-admits-financial-trades-broke-ethics-rules\/","title":{"rendered":"Fed\u2019s Bostic admits financial trades broke ethics rules"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Atlanta Federal Reserve Bank President Raphael Bostic said that many of his financial trades and investments in the past five years inadvertently violated the U.S. central bank\u2019s <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2022\/09\/26\/what-are-the-insider-trading-rules-for-federal-workers\/\" target=\"_blank\">ethics rules<\/a>, and he has revised all his financial disclosures since becoming president in 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bostic said the trades were made by investment managers that he did not directly oversee and he was unaware of the transactions. He said he has since changed his investment approach to remain within the rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The disclosure comes just a year after <a href=\"https:\/\/apnews.com\/article\/business-jerome-powell-4121fd0feab155951da7fe31cfb02cb1\">a trading controversy engulfed the Federal Reserve<\/a>. Last fall, two bank presidents resigned after their frequent stock trading at the outset of the pandemic attracted criticism because it occurred at the same time the Fed was taking steps to stabilize financial markets and the economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since then, investments by Fed officials have come under tight scrutiny, given that policymakers like Bostic participate in interest rate decisions by the Fed that can cause wild swings in financial markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bostic said the managers had made financial transactions during periods surrounding Fed meetings, when members of the Federal Reserve\u2019s policymaking committee are not supposed to trade. The advisers also purchased investments in amounts above limits set by the Fed\u2019s ethics rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The board of the Atlanta Fed said it has accepted Bostic\u2019s explanations for the oversights and announced no further actions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy board colleagues and I have confidence in President Bostic\u2019s explanation that he did not seek to profit from any (Fed)-related knowledge,\u201d said Elizabeth Smith, chair of the Atlanta Fed Bank\u2019s board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, Fed Chair Jerome Powell asked the Office of Inspector General review Bostic\u2019s financial disclosures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe look forward to the results of their work and will accept and take appropriate actions based on their findings,\u201d a Fed spokesperson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Concerns about potential conflicts of interest in the executive branch extend far beyond the Fed. <a href=\"https:\/\/www.federaltimes.com\/management\/2022\/10\/11\/thousands-of-federal-officials-own-stock-in-regulated-companies-wsj\/\" target=\"_blank\">Thousands of federal government officials across government reported owning or trading stocks that stood to rise or fall with decisions made by their agencies<\/a>, a Wall Street Journal investigation found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than 2,600 officials at agencies from the Commerce Department to the Treasury Department, during both Republican and Democratic administrations, disclosed stock investments in companies that were lobbying their agencies for favorable policies. That amounts to more than one in five senior federal employees across 50 federal agencies reviewed by the Journal, is said in an article published Oct. 11.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Fed <a href=\"https:\/\/apnews.com\/article\/business-d361e2f21df3f4cdebef4a202bff7d3d\">revised its ethics rules last fall<\/a> to put tougher limits on investing by bank officials and senior staff. Those rules took effect May 1. Officials are now largely restricted to owning only diversified mutual funds and have to provide 45 days\u2019 notice before making any trade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bostic said he has altered his current investments to conform with the updated ethical guidelines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI recognize it is my responsibility to understand and abide by every obligation of this office,\u201d Bostic said in a statement Friday. \u201cI want to be clear: At no time did I knowingly authorize or complete a financial transaction based on nonpublic
