I am. I\u2019ll raise my hand,\u201d she said, smiling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A few of the workers raised their hands, too. They\u2019re not alone in their concern: Election officials across the country are <a href=\"https:\/\/apnews.com\/article\/2022-midterm-elections-politics-voting-presidential-biden-cabinet-c3d31b3b3c8957a51a2cc32e009d59be\">bracing for confrontational poll watchers<\/a> fueled by <a href=\"https:\/\/apnews.com\/article\/2022-midterm-elections-voting-presidential-biden-cabinet-b4a3422d188fdd921d8e6f38f53ea0d0\">lies about the legitimacy of the 2020 election<\/a> spread by former President Donald Trump and others, even after Trump\u2019s loss was upheld by repeated reviews, audits and recounts, and courts rejected legal challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That tension is higher in the handful of battleground states like Wisconsin, where Trump and others were quick to cry fraud after late-arriving results from Democratic-dominated Milwaukee helped Joe Biden narrowly carry the state in 2020. <a href=\"https:\/\/apnews.com\/article\/election-2020-joe-biden-donald-trump-madison-wisconsin-7aef88488e4a801545a13cf4319591b0\">Recounts demanded by Trump confirmed Biden\u2019s victory.<\/a><\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/fedlife\/2022\/10\/28\/is-it-too-late-to-vote-by-absentee-ballot\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"225\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/I-voted-absentee.jpg.jpg?w=225\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Is it too late to vote by absentee ballot?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">You need to act quickly to make sure you meet your state&#039;s deadlines.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Woodall-Vogg has already felt the pressure. In an interview, <a href=\"https:\/\/apnews.com\/article\/2022-midterm-elections-covid-health-presidential-local-91fe788870e35dfe4763d78fe0ca6ef7\">she described being harassed and threatened<\/a> after that election via email, phone calls and letters to her home \u2014 threats serious enough that she has an assigned FBI agent to forward them to.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, Woodall-Vogg said she\u2019d rather she be a target than her workers \u2014 some of whom have stepped down from managerial roles because of the pressure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not paying them millions of bucks to endure that stress by any means,\u201d Woodall-Vogg said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Election officials nationally are <a href=\"https:\/\/apnews.com\/article\/2022-midterm-elections-politics-voting-presidential-biden-cabinet-c3d31b3b3c8957a51a2cc32e009d59be\">concerned about a flood of conspiracy theorists signing up to work as poll watchers<\/a>, with some groups that have trafficked in lies about the 2020 election recruiting and training watchers, particularly in swing states like Wisconsin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wisconsin requires poll workers to be trained only every two years, but this year Milwaukee is offering much more frequent training than in elections past, including informational videos and one-hour sessions focused on specific topics, like voter registration. The content remains unchanged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the mid-October session observed by The Associated Press, Woodall-Vogg was presenting to an experienced group of poll managers \u2014 known as chief inspectors \u2014 who will be responsible for directing workers at individual polling places. The managers get a flat payment of $325 for Election Day duties that begin before 7 a.m. and can stretch into the wee hours of the next morning. Non-managers get $220.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the training turned to how to handle potential problems, Woodall-Vogg was careful to note that observers play \u201ca vital role in our democracy.\u201d But she also said she didn\u2019t want her workers to feel threatened by them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She demonstrated how to tape off sections where observers can stand \u2014 between 3 and 8 feet from voter check-in and registration areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTake your tape and make a line and say, \u2018This is the observer area,\u2019 or make a box and say, \u2018Please don\u2019t leave this area,\u2019\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Violators first get a warning; if they do it again, they\u2019re ordered to leave. If someone refuses, police are called.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/apnews.com\/article\/2022-midterm-elections-voting-georgia-presidential-florida-dfbe7f00418a35c70c9d53fa3a260111\">Woodall-Vogg also walked the workers through how to handle challenges<\/a> to voter eligibility based on a voter\u2019s race or the language they speak. Such challenges are unacceptable, Woodall-Vogg said, and should get a warning as frivolous. An observer who makes a second such challenge would be ordered to leave.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/2023\/11\/06\/is-election-day-a-federal-holiday\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"187\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-621785008.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Is Election Day a federal holiday?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">More than a third of states have some form of Election Day holiday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Some poll workers who spoke to AP said they expect to see conflict, but they\u2019re ready for it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have a calling to serve,\u201d said 70-year-old Andrea Nembhard, who has worked elections for more than a decade. She added: \u201cI\u2019m not afraid.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Melody Villanueva, 46, said the same.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m a problem solver, so I will de-escalate if necessary, and I will have to call the proper authority if necessary,\u201d she said. \u201cI am not one to fear much.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some workers acknowledged their nerves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Averil Fletcher recounted calling the police during the August primary when a voter \u2014 convinced he had been deliberately locked out of the polling place \u2014 threw chairs and threatened workers. She had to wait 35 minutes for officers who had been busy elsewhere handling a pair of shootings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Woodall-Vogg assured the managers that Fletcher\u2019s experience \u201cwill never happen again.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf there is an election disturbance, if someone\u2019s refusing to leave the polling place and you\u2019ve issued them an order to leave, we have a direct line and there will be officers that will respond to support you,\u201d Woodall-Vogg told the chief inspectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal law enforcement will also be on standby. Four assistant U.S. attorneys are assigned to oversee Election Day in Wisconsin and deal with threats of violence to election staff and complaints of voting rights concerns, and the FBI has stationed agents throughout the country to address allegations of election fraud and other election abuses, according to the U.S. Department of Justice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thanks to increased interest, <a href=\"https:\/\/apnews.com\/article\/2022-midterm-elections-voting-georgia-presidential-atlanta-ebc76c8ae7217e8e7cc968311c53545f\">the city hit full election staffing levels with two weeks to spare<\/a>, which Woodall-Vogg said has never happened before.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUsually it\u2019s more panicking, filling in gaps,\u201d Woodall-Vogg said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That included five times as many partisan nominees to be election workers than in previous elections, but Woodall-Vogg said she\u2019s not worried about bad actors because the system is designed to prevent issues. Election inspectors always have multiple eyes over their shoulder as they work: a second inspector is required to sign off for each task, and chief inspectors are monitoring all workers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnyone who might have bad intentions, we would immediately, I think, be able to identify,\u201d she
