{"id":24667,"date":"2016-04-11T17:22:49","date_gmt":"2016-04-11T17:22:49","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2016\/04\/11\/study-says-senate-confirmed-appointees-can-hamstring-oigs\/"},"modified":"2026-08-08T04:50:50","modified_gmt":"2026-08-08T04:50:50","slug":"study-says-senate-confirmed-appointees-can-hamstring-oigs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/leadership\/2016\/04\/11\/study-says-senate-confirmed-appointees-can-hamstring-oigs\/","title":{"rendered":"Study says Senate-confirmed appointees can hamstring OIGs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A new Brookings Institute research paper claims that Senate-confirmed appointees provide the strongest barrier to inspectors general.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The paper, authored by John Hudak and Grace Wallack, analyzed the return on investment offered by OIGs and how they are impacted by political influence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Related:\u00a0<\/strong><em><a href=\"http:\/\/www.brookings.edu\/~\/media\/research\/files\/papers\/2016\/04\/11-political-appointees-barriers-government-efficiency-effectiveness\/oig.pdf\">Read the study<\/a><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The study, which looked at agencies from 2004-2014, found that OIGs are generally a good investment for government, with most showing a positive ROI. But the more politicized an agency is, the more difficult it becomes for the watchdogs to be effective.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The roadblocks appeared to be strongest in agencies whose chiefs are appointed by the president and confirmed by the Senate, the paper&#8217;s authors said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Agencies with a higher number of those officials see the most drastic decrease in IG effectiveness. This result makes intuitive sense given that Senate-confirmed appointees tend to be those closest with the president and among the most political. In that sense, they may protect the president who appointed them, and such protection can include hindering the work of inspectors general seeking to reveal wrongdoing, mismanagement and other practices.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agencies that were less politicized \u2014 which the paper calculated by a ratio of appointees to career-level managers \u2014 often provided better ROIs. The Social Security Administration&#8217;s OIG scored the best ROI of the agencies studied\u00a0but was also among the lowest scored for politicization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The political pressure can also be offset by OIGs with well-staffed offices, but the paper found that whether in small or large offices, the presence of Senate-appointed chiefs provided a larger decrease of OIG ROI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the offices are understaffed, political pressure also has a greater impact on their effectiveness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Those effects are often stronger in places where appointees are more political, that is, agencies with more Senate-confirmed appointees. The ability of those political actors to stifle IG effectiveness is enhanced in IGs that are understaffed relative to the agency they oversee,&#8221; the paper said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But some forms of political pressure on OIGs may not come from external pressures, but also internal. The study&#8217;s authors note that inspectors general\u00a0themselves are political appointees and may be pressured by the executive branch that appointed them or Congress, which confirmed them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, the paper said that Congress can lessen the effects of political influence on OIGs by fostering more communication in its oversight role and by providing more funding to the offices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;These political effects pose real threats to good government and are ultimately costly to the average taxpayer. Each individual agency action that hinders an IG investigation may not be scandalous or seem major, but taken together those behaviors undermine efforts to stop waste, fraud, abuse, mismanagement and
