{"id":25249,"date":"2022-12-07T20:52:23","date_gmt":"2022-12-07T20:52:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2022\/12\/07\/glitches-delay-full-rollout-of-navys-personnel-evaluation-program\/"},"modified":"2026-08-08T05:04:34","modified_gmt":"2026-08-08T05:04:34","slug":"glitches-delay-full-rollout-of-navys-personnel-evaluation-program","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2022\/12\/07\/glitches-delay-full-rollout-of-navys-personnel-evaluation-program\/","title":{"rendered":"Glitches delay full rollout of Navy\u2019s personnel evaluation program"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The U.S. Navy is delaying the retirement of its old personnel evaluation system due to technical glitches with the new one, according to officials and a fleet-wide message.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new system, known as eNavFit, is supposed to be the next-generation program for filling out and submitting annual enlisted sailor evaluations and officer fitness reports.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But in <a href=\"https:\/\/www.mynavyhr.navy.mil\/Portals\/55\/Messages\/NAVADMIN\/NAV2022\/NAV22250.txt?ver=ajI0gm_W8wNT4xP0XTw9Vg%3D%3D\" target=\"_blank\">a Navy message<\/a> last month, the service announced it was slowing the full transition to eNavFit and would allow troops to continue to use the old system, NAVFIT98A, through the end of 2023. <a href=\"https:\/\/s3.amazonaws.com\/static.militarytimes.com\/assets\/pdfs\/1670437547.pdf\" target=\"_blank\">(Read the full message here.) <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors can use either program, but problems with eNavFit prompted the Navy to continue allowing the older system as well, according to Navy Personnel Command spokesman Cmdr. Rick Chernitzer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chernitzer described the eNavFit issues as \u201ccommon to any new software rollout,\u201d and said that allowing the fleet to continue using the old software \u201censures we give the fleet the best possible product rather than implement a mandatory use of eNavFit on an arbitrary timeline.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/06\/29\/mynavy-hr-facebook-to-sailors-please-stop-trolling-us\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">MyNavy HR Facebook to sailors: please stop trolling us<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Facebook page has morphed into a motley array of justifiable sailor snark<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The new system came online for the Navy Reserve in December 2021 and for the active component in February, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bugs in the system, meanwhile, are occurring despite what Chernitzer called \u201cextensive user experience and system testing\u201d at more than 30 commands across the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe continue to receive fleet feedback identifying issues and develop enhancements and updates to correct,\u201d he said in an email to Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the problems involved entries entered into certain blocks on enlisted evals and officer fitness reports that later did not match what was on the submitted report, Chernitzer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy has worked with developers to tweak program code to ensure that online and offline write-ups match, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of late last month, Chernitzer said more than 35,000 reports had been successfully submitted to member records via eNavFit. The new program\u2019s error rejection rate was 12.5 percent during that period, less than half of the old program\u2019s rejection rate (26 percent), according to Chernitzer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are continuing to respond to issues the fleet identifies and, as bugs are fixed and system enhancements put in place, ensuring our support materials reflect the latest information,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recently unveiled eNavFit is part of the Navy\u2019s multiyear human resources transformation effort, an initiative that has produced disruptions in recent years for thousands of sailors when it comes to pay, benefits and discharge paperwork.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chernitzer said the Navy plans to increase the frequency of its eNavFit training for sailors, and the MyNavy HR website has a variety of tutorial videos and other materials to help the fleet make sense of the new system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe eNavFit production team are very active on our MyNavyHR Facebook page, addressing questions and concerns, while at the same time, taking the feedback provided to address issues,\u201d Chernitzer said. \u201cNavy Personnel Command is dedicated to ensuring eNavFit meets the performance management needs of the fleet, while also serving as a bridge to the future of the Navy performance evaluation program and policy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s new eval program problems come as the Air Force announced last month that it was pausing its own new eval software due to problems and concerns over how it could impact the careers of airmen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the system debuted in February, it has struggled to add job performance paperwork to a service member\u2019s official records, <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2022\/11\/22\/air-force-pauses-myeval-for-performance-reviews-until-further-notice\/\" target=\"_blank\">Air Force Times<\/a> reported last month.
