Duke Richardson, head of Air Force Materiel Command, told reporters the upcoming ARRW test will be \u201ca big one.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">AFMC employs roughly 90,000 civilian and uniformed employees. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memo was penned by <a href=\"https:\/\/www.af.mil\/About-Us\/Biographies\/Display\/Article\/466944\/duke-z-richardson\/\" target=\"_blank\">Gen. Duke Richardson,<\/a> commander of AFMC, and is addressed to the entire workforce. Richardson articulated a belief in the memo that face-to-face interaction yields faster and better solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, though, supervisors remain responsible for making the call for their teams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For staff at AFMC headquarters, the telework readjustment process would be guided by several factors, including an expectation that telework levels would be higher than they were pre-pandemic, but lower than at its peak. The memo also said that \u201cin most cases, each HQ AFMC staff member shall spend a preponderance\u201d of duty hours in the workplace, though other flexibilities to attend to personal matters will still be encouraged. And in most cases, uniformed Airmen will not be approved for regular and recurring telework, the memo said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The command is not setting a telework percentage goal for any team.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile doing so made sense in the height of the pandemic, when stopping the spread of the disease was paramount, it does not make sense now,\u201d the memo said. \u201cApplication of the existing policy, informed by this Commander\u2019s Intent, will ensure we settle into the optimal long-term \u2018new normal\u2019 in a posture that ensures maximum and timely support to our warfighters.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/space\/2021\/08\/09\/how-air-force-materiel-command-will-help-the-space-force\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/vandy.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How Air Force Materiel Command will help the Space Force<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">As leadership had suggested over the past two years, the Space Force will lean heavily on the Air Force for base support.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">During the pandemic, Air Force Lt. Gen. B.J. Shwedo, the Joint Staff\u2019s director for command, control, communications, and computers\/cyber, and chief information officer, said as many as <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/2147123\/growth-in-dod-telework-capability-may-outlive-coronavirus-pandemic\/\" target=\"_blank\">4 million Department of Defense<\/a> military and civilian workers were teleworking, as of an April 2020 post by the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/2355591\/dod-personnel-prove-productive-resilient-during-pandemic\/\" target=\"_blank\">daily average <\/a>of employees working in-person at the Pentagon decreased by 77%, from more than 24,000 to about 5,300, when agencies first responded to the rapid spread of the coronavirus. At time, the occupancy rate was less than 20%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In March of this calendar year, around the two-year anniversary of the worldwide public health crisis, Deputy Secretary Kathleen <a href=\"https:\/\/media.defense.gov\/2022\/Mar\/17\/2002958197\/-1\/-1\/0\/DOD-WORKPLACE-GUIDANCE-FOR-FINAL-REENTRY-OF-DOD-CIVILIAN-PERSONNEL.PDF\" target=\"_blank\">Hicks<\/a> planted the seed for <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/2969685\/deputy-secretary-of-defense-releases-workplace-guidance-for-reentry-of-departme\/\" target=\"_blank\">reentry<\/a>. The guidance was not intended to be <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/2969685\/deputy-secretary-of-defense-releases-workplace-guidance-for-reentry-of-departme\/\" target=\"_blank\">\u201cone size fits all\u201d <\/a>and would be predicated on supervisors leading discussions with their own teams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gen. Richardson\u2019s memo echoed the secretary\u2019s willingness on paper to give flexibilities a future of some kind in the post-pandemic workplace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To be sure, there are certain occupations within the services and AFMC that were not, and are not, suitable for telework, officials said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Situational telework was an option used by about 35% of AFMC civilians, said Tammy Lyons, acting director of AFMC Manpower, Personnel and Services, to Federal Times in an email. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other occupations, such as firefighters, security police, medical personnel, air traffic controllers, child development center personnel, depot workers and those working with classified information, could not be performed from a home office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governmentwide, flexible work has become a decisive factor in retention. About a quarter of federal employees surveyed in the Office of Personnel Management\u2019s <a href=\"https:\/\/www.federaltimes.com\/fedlife\/career\/2022\/10\/20\/one-in-3-federal-employees-fully-back-in-office-survey-finds\/\" target=\"_blank\">Federal Employee Viewpoint Survey<\/a> said they would consider leaving their post based on their current telework or remote work policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The command said that in fiscal 2021, AFMC\u2019s civilian employee attrition rate was 8.2%, which increased slightly in 2022 to 10.2%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2022\/09\/24\/whats-missing-from-the-conversation-on-air-force-recruiting\/\" target=\"_blank\">Air Force Times previously reported <\/a>in September that the branch is having one of the toughest enlisted recruiting stretches of the past 25 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile we recognize that reducing our pandemic-level telework posture may cause some employees to seek opportunities elsewhere, we are confident that our flexible, balanced approach will continue to meet the needs of our outstanding workforce and also attract others who want to be involved in the vital mission of defending our nation,\u201d Lyons said via email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Rachel Cohen contributed reporting.<\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>AFMC has some 90,000 civilian and uniformed employees.
