{"id":25437,"date":"2022-12-05T10:41:00","date_gmt":"2022-12-05T10:41:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2022\/12\/05\/ukraine-transparency-push-shouldnt-derail-funding-hasc-chair-says\/"},"modified":"2026-08-08T04:59:48","modified_gmt":"2026-08-08T04:59:48","slug":"ukraine-transparency-push-shouldnt-derail-funding-hasc-chair-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2022\/12\/05\/ukraine-transparency-push-shouldnt-derail-funding-hasc-chair-says\/","title":{"rendered":"Demand for Ukraine oversight \u2018part of Russian propaganda,\u2019 Smith says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">SIMI VALLEY, Calif. \u2014 As some Republicans push for more intense oversight of Ukraine funding, the Democratic chairman of the House Armed Services Committee said the concern is misguided and \u201cmakes me a little crazy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at the Reagan National Defense Forum in Simi Valley, California, on Saturday, Rep. <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/04\/22\/smith-again-rips-white-house-budget-delays\/\" target=\"_blank\">Adam Smith<\/a>, D-Wash., said the focus on oversight is \u201cpart of Russian propaganda.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUkraine is spending the money really well; that\u2019s why they\u2019re winning,\u201d he added. \u201cYes, we need oversight, but we don\u2019t need that as an excuse to not fund what we\u2019re doing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House last month <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/11\/15\/white-house-requests-38-billion-more-in-ukraine-aid\/\" target=\"_blank\">requested another $38 billion<\/a> in Ukraine aid. If approved, it would bring the total amount Congress has appropriated for Ukraine to more than $100 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are signs of waning conservative support. Earlier this year, 57 House and 11 Senate Republicans <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/09\/16\/how-a-republican-rift-on-ukraine-could-complicate-future-aid-packages\/\" target=\"_blank\">voted against a $40 billion Ukraine supplemental<\/a>. And last month, a coalition of a dozen conservative groups signed a letter urging the House not to approve the new request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the same panel at the Reagan Forum, Sen. <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/03\/22\/battle-over-nuclear-weapons-budget-already-underway\/\" target=\"_blank\">Deb Fischer<\/a>, R-Neb., advocated for closer oversight of Ukraine spending and said involving more members of Congress in classified briefings would help.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That would allow them to be \u201cinformed [so] they don\u2019t buy into a lot of noise that\u2019s going on out there.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to be more transparent with the American people so that they can filter through the barrage of information that they receive and that they then are \u2026 more capable of discerning for themselves what the truth is,\u201d said Fischer, a senior member of the Senate Armed Services Committee. \u201cI don\u2019t think it\u2019s going to change minds on one side or the other for us to sit up here and say, \u2018This is what you should believe.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Fischer and Smith said the chaotic Afghanistan withdrawal have weighed on the American public\u2019s willingness to engage abroad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fischer called it a \u201ctipping point\u201d that \u201cmade the American people question more,\u201d while Smith said it led to \u201cthis feeling that America was too engaged.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a certain amount of humility that every single one of us has to have,\u201d Smith added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He told forum attendees the government must \u201cbuild a better narrative for why spending money on defense actually does make sense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUkraine is helping,\u201d Smith added, noting that while many Democrats want to spend less on defense, \u201cDemocrats support helping Ukraine more than Republicans do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, Smith vowed to file compromise 2023 defense authorization bill on Monday, following bipartisan negotiations between the House and Senate. Minority Leader Kevin McCarthy, R-Calif., last month <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2022\/11\/16\/mccarthy-threatens-to-hold-up-key-defense-bill-until-next-year\/\" target=\"_blank\">threatened<\/a> to delay passage of the bill until January when Republicans take control of the House.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are a fair number of people that are trying to stand in the way of that,\u201d he said. \u201cWe will vote and we will pass it this week one way or
