{"id":25441,"date":"2023-04-26T19:38:32","date_gmt":"2023-04-26T19:38:32","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/04\/26\/oversight-cant-happen-if-congress-slashes-federal-budget-gao-says\/"},"modified":"2026-08-08T05:01:33","modified_gmt":"2026-08-08T05:01:33","slug":"oversight-cant-happen-if-congress-slashes-federal-budget-gao-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2023\/04\/26\/oversight-cant-happen-if-congress-slashes-federal-budget-gao-says\/","title":{"rendered":"Oversight can\u2019t happen if Congress slashes federal budget, GAO says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">On Wednesday before the House <a href=\"https:\/\/www.youtube.com\/watch?v=mM6Y_KGx7X4\" target=\"_blank\">oversight committee,<\/a> Gene Dodaro, the eighth comptroller general of the U.S., was called to discuss federal programs that are struggling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His agency, the Government Accountability Office, produces <a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2023\/04\/GAO-23-106686.pdf\" target=\"_blank\">a list of vulnerable agencies<\/a> across government that are operating \u201cin the red,\u201d whether because of underfunding, understaffing or woefully outdated technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dodaro took the opportunity to point out vulnerabilities at his own agency, which like many, is threatened by the Republicans\u2019 debt ceiling bill that could come to a vote this week. The proposal, led by House Speaker Kevin McCarthy and called the \u201cLimit, Save, Grow Act,\u201d would raise the debt ceiling and avoid a default by <a href=\"https:\/\/apnews.com\/article\/debt-limit-budget-mccarthy-biden-young-deficit-5c8fe10c7eba9608caef05ecdc4542dd\" target=\"_blank\">reducing non-defense spending <\/a>by 22%, according to White House estimates. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe would have to shut GAO down for about a month and a half,\u201d Dodaro said, in response to a question about how cuts would affect his office. He said that proposed cuts together could force the agency to lay off 570 employees and leave vacancies open.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, Dodaro said the responsibilities of his agency have only grown, as recent legislation like the CHIPS Act, Inflation Reduction Act and annual funding bills have created hundreds of oversight mandates for his staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For one, GAO needs 312 full-time employees to meet just the 158 mandates in this year\u2019s National Defense Authorization Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe provide $145 for every dollar invested in us in the last five years,\u201d Dodaro said. \u201cWe provide a very good return on investment and to get the returns, you have to continue to make the investment. It\u2019d be like pulling your money out of a CD and still expecting interest.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GAO monitors federal programs year round and produces detailed reports that often become evidence during congressional hearings. The work of its more than 3,000 employees are often a compass for funding decisions and shape agencies\u2019 actions through its legislative proposals and program recommendations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GAO also says it\u2019s hoping for the <a href=\"https:\/\/appropriations.house.gov\/legislation\/business-meetings\/budget-hearing-fiscal-year-2024-request-government-accountability\" target=\"_blank\">support of appropriators<\/a> to update its decades-old legacy technology in the next fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The culmination of the agency\u2019s oversight work is the high-risk list, which this year showed agencies made record progress. In 2023, 16 of 34 high-risk areas improved since 2021, the most in eight years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response, Democrats on the committee warned that continued progress is not possible if Congress cuts agencies\u2019 funding. In some cases, programs come off the precipice as a direct result of beefier budgets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the Pension Benefit Guaranty Corporation\u2019s insurance system \u201cis being removed because Congress provided funding to troubled multi-employer pension plans, which has led to an improved financial position,\u201d the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the GAO\u2019s high-risk report, it\u2019s acknowledged over and over again across the hundreds of pages in this report that part of why we made progress \u2026 is because we\u2019ve been making investments, particularly congressional investments,\u201d said Rep. Melanie Stansbury of New Mexico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans cited the need to rein in the <a href=\"https:\/\/www.gao.gov\/improper-payments\" target=\"_blank\">$281 billion agencies spent<\/a> in improper payments in 2021. The full scope of that figure is also likely to be understated because it doesn\u2019t account for COVID-19 programs, like paycheck protection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dodaro said he didn\u2019t know exactly the extent to which the debt bill would impede agencies\u2019 missions to take up GAO recommendations. It depends, he said, on what carryover or multi-year funding they have.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Kelly Armstrong of North Dakota said that while the committee debates funding and resources, Congress has \u201cabdicated its responsibility\u201d by allowing agencies to expand their scope beyond their original authority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf Congress wants to have an aggressive posture on reducing waste, fraud and abuse in the federal government, if Congress wants to generate smart ideas on how to cut the federal government\u2019s spending without harming individuals, and if Congress wants an effective oversight mechanism over the executive branch, then
