Some of the commitments call for third-party oversight of the workings of commercial AI systems, though they don\u2019t detail who will audit the technology or hold the companies accountable.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/opinion\/2023\/07\/20\/chatgpt-is-creating-new-risks-for-national-security\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1250089762.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">ChatGPT is creating new risks for national security<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">AI-generated content can exhibit a phenomenon known as \u201ctruthiness.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A surge of commercial investment in generative AI tools that can write convincingly human-like text and churn out new images and other media has brought public fascination as well as concern about their ability to trick people and <a href=\"https:\/\/apnews.com\/article\/technology-science-business-artificial-intelligence-afb4618ff593db9e3e51ecbd91dc3eef\">spread disinformation<\/a>, among other dangers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The four tech giants, along with ChatGPT-maker OpenAI and startups Anthropic and Inflection, have committed to security testing \u201ccarried out in part by independent experts\u201d to guard against major risks, such as to biosecurity and cybersecurity, the White House said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The companies have also committed to methods for reporting vulnerabilities to their systems and to using digital watermarking to help distinguish between real and <a href=\"https:\/\/apnews.com\/article\/north-america-donald-trump-ap-top-news-elections-artificial-intelligence-21fa207a1254401197fd1e0d7ecd14cb\">AI-generated images known as deepfakes<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They will also publicly report flaws and risks in their technology, including effects on fairness and bias, the White House said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The voluntary commitments are meant to be an immediate way of addressing risks ahead of a longer-term push to get Congress to pass laws regulating the technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some advocates for AI regulations said Biden\u2019s move is a start but more needs to be done to hold the companies and their products accountable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHistory would indicate that many tech companies do not actually walk the walk on a voluntary pledge to act responsibly and support strong regulations,\u201d said a statement from James Steyer, founder and CEO of the nonprofit Common Sense Media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Majority Leader Chuck Schumer, D-N.Y., has said he will introduce legislation to regulate AI. He has held a number of briefings with government officials to educate senators about an issue that\u2019s attracted bipartisan interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A number of technology executives have called for regulation, and <a href=\"https:\/\/apnews.com\/article\/ai-artificial-intelligence-white-house-harris-578d623e473b0eeb3fa3e4728d7e9868\">several went to the White House<\/a> in May to speak with Biden, Vice President Kamala Harris and other officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But some experts and upstart competitors worry that the type of regulation being floated could be a boon for deep-pocketed first-movers led by OpenAI, Google and Microsoft as smaller players are elbowed out by the high cost of making their AI systems known as large language models adhere to regulatory strictures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The software trade group BSA, which includes Microsoft as a member, said Friday that it welcomed the Biden administration\u2019s efforts to set rules for high-risk AI systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEnterprise software companies look forward to working with the administration and Congress to enact legislation that addresses the risks associated with artificial intelligence and promote its benefits,\u201d the group said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A number of countries have been looking at ways to regulate AI, including <a href=\"https:\/\/apnews.com\/article\/ai-act-artificial-intelligence-europe-regulation-94e2b38703b38fdbfabc9580f845ef9a\">European Union lawmakers<\/a> who have been negotiating sweeping AI rules for the 27-nation bloc.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.N. Secretary-General Antonio Guterres recently said the United Nations is <a href=\"https:\/\/apnews.com\/article\/artificial-intelligence-un-big-tech-first-5a184197c4281365866b5963d56f84ea\">\u201cthe ideal place\u201d<\/a> to adopt global standards and appointed a board that will report back on options for global AI governance by the end of the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United Nations chief also said he welcomed calls from some countries for the creation of a new U.N. body to support global efforts to govern AI, inspired by such models as the International Atomic
