{"id":25620,"date":"2023-07-14T10:16:16","date_gmt":"2023-07-14T10:16:16","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/07\/14\/irs-expands-audits-boosts-collection-from-high-income-tax-delinquents\/"},"modified":"2026-08-08T04:54:53","modified_gmt":"2026-08-08T04:54:53","slug":"irs-expands-audits-boosts-collection-from-high-income-tax-delinquents","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2023\/07\/14\/irs-expands-audits-boosts-collection-from-high-income-tax-delinquents\/","title":{"rendered":"IRS expands audits, boosts collection from high-income tax delinquents"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The IRS is showcasing its new capability to aggressively audit high-income tax dodgers as it makes the case for sustained funding and tries to avert budget cuts sought by Republicans who want to gut the agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IRS leaders said they collected $38 million in delinquent taxes from more than 175 high-income taxpayers in the past few months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In one case, an individual had used money owed to the government to buy a Maserati and a Bentley, and roughly 100 high-income individuals attempted to get favorable tax treatment through Puerto Rico without meeting certain tax requirements. Many of those cases are expected to face criminal investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt just shows you how much money is out there in delinquent taxes, and there are so many more cases for us to tackle,\u201d said new IRS Commissioner Daniel Werfel, just four months into the job. \u201cThere\u2019s just a significant opportunity there.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency did not provide figures for how those high-dollar tax collections compared with previous years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Werfel, in a call with reporters on Thursday, said the federal tax collector\u2019s enhanced ability to identify tax delinquents comes from resources provided by the Inflation Reduction Act <a href=\"https:\/\/apnews.com\/article\/economic-bill-house-vote-be99d8db5bd610c5b1d78bc047a03e77\">passed last August<\/a> by Democrats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency was in line for an $80 billion infusion of funds under the law but that money is vulnerable to potential cutbacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/apnews.com\/article\/irs-debt-ceiling-budget-x-date-yellen-fe538fd8371cdf647400a27e6d56a9fb\">House Republicans built a $1.4 billion reduction<\/a> to the IRS into the debt ceiling and budget cuts package passed by Congress earlier this summer. The White House said the debt deal also includes a separate agreement to take $20 billion from the IRS over the next two years and divert those funds to other non-defense programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, the agency is trying to show the value of the Inflation Reduction Act funding for taxpayers as appropriations season closes in, and to show the impact of its efforts to do more to audit high-income taxpayers. Last summer Treasury Secretary Janet Yellen <a href=\"https:\/\/apnews.com\/article\/biden-technology-personal-taxes-janet-yellen-26165108b1fe1907f216ed0357d8f0bf\">gave IRS leadership instructions<\/a> not to increase audit rates on people making less than $400,000 a year annually, and to focus on high-income taxpayers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IRS said its workers answered three million more phone calls compared to last filing season, cut wait times to three minutes from 28 and completely cleared the backlog of unprocessed 2022 tax returns that had no errors. It is opening new taxpayer assistance centers and holding events to help people who live far from the agency\u2019s in-person offices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe mixed results here of some taxpayers, still frustrated, and some taxpayers seeing dramatic improvements tells us we have more work to do,\u201d Werfel said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IRS\u2019s enforcement staff has shrunk by about one-third since 2010 and has been operating with outdated technology that the agency said it is gradually automating.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April, the agency released <a href=\"https:\/\/apnews.com\/article\/irs-taxes-audits-customer-service-wealthy-taxpayers-c845bfbfb32aaf24ae52f464b537e6cb\">a report outlining<\/a> how it would spend the money allotted through the Inflation Reduction Act, such as bringing more paper-based systems online and answering taxpayers\u2019 phone calls promptly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other plans are more ambitious, including exploring ways to create a government-operated <a href=\"https:\/\/apnews.com\/article\/irs-free-file-system-expansion-one-step-closer-democrats-b2c39db83e4a95f1d1cd1aa488495256\">electronic free-file<\/a> tax return system, which is currently being piloted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The idea of providing additional funding for the agency has been politically controversial since 2013, when the IRS under the Obama administration was found to scrutinize political groups that applied for tax-exempt status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Treasury Department Inspector General report found that <a href=\"https:\/\/apnews.com\/article\/ca8ab5252cbc46c0974e10180a74c651\">both<\/a> conservative and liberal groups were chosen for scrutiny.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Agency
