(AP) \u2014President Joe Biden designated the first national monument of his administration at <a href=\"https:\/\/www.fs.usda.gov\/recarea\/whiteriver\/recarea\/?recid=41331\" target=\"_blank\">Camp Hale, a World War II-era training site,<\/a> as he called for protecting \u201ctreasured lands\u201d that tell the story of America.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Camp Hale-Continental Divide National Monument will protect more than 50,000 acres of critical habitat for wildlife, according to a <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/10\/12\/fact-sheet-president-biden-designates-camp-hale-continental-divide-national-monument\/\" target=\"_blank\">White House fact sheet,<\/a> and honor the nation\u2019s veterans and Indigenous people who have called the area home.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">It was my true honor to be joined by two of the few surviving veterans from the original 10th Mountain Division: Francis \u201cBud\u201d Lovett and Robert Shoyer.<br><br>I&#39;m honored to designate Camp Hale a national monument and in doing so preserve a special part of our military history. <a href=\"https:\/\/t.co\/oXA1QcHRai\">pic.twitter.com\/oXA1QcHRai<\/a><\/p>&mdash; President Biden Archived (@POTUS46Archive) <a href=\"https:\/\/x.com\/POTUS46Archive\/status\/1580547955228303360?ref_src=twsrc%5Etfw\">October 13, 2022<\/a><\/blockquote><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement is a boost to Colorado\u2019s senior Democratic senator, Michael Bennet, who has for years advocated for the designation and is in a competitive re-election bid this November. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re doing it not just for today, but for all the ages,\u201d Biden said, standing amid the rugged, sun-drenched backdrop flanked by mountains as far as the eye could see. The remote site was located off a winding road past an abandoned mine and an old mountain home. \u201cIt\u2019s for the people of Colorado, but it also goes well beyond the people of Colorado. It\u2019s for all the people across America and the world.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The location is an alpine training site where U.S. soldiers prepared for battles in the Italian Alps during World War II. Members of the Army\u2019s 10th Mountain Division called the training site home before they <a href=\"https:\/\/home.army.mil\/drum\/index.php\/units-tenants\/10th-mountain-division-li\">deployed to Italy during the war<\/a>, playing a pivotal role in driving out the Axis powers. The service was not the only one, however, to make use of the cold-weather site. The Central Intelligence Agency also <a href=\"https:\/\/cdphe.colorado.gov\/camp-hale\">secretly trained Tibetan soldiers<\/a> at Camp Hale through the mid-1960s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cToday, as commander in chief, it\u2019s a true honor to be joined by two of the few surviving veterans of the original 10th Mountain Division,\u201d Biden said of Francis Lovett and Robert Scheuer. The president was also joined by Secretary of Agriculture Tom Vilsack, lawmakers and other administration officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soldiers at Camp Hale \u201clearned to scale rock, ski and survive, preparing for the war they were about to fight,\u201d added Biden. The president praised the troops\u2019 \u201cskill, strength and stamina that could\u2019ve been only gained in a place like this.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lovett, the 100-year-old veteran who joined Biden on stage for the signing, spoke earlier in the week with another 10th Mountain Division veteran about his experience at Camp Hale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe experience with the outdoors was, for me, one of the most gorgeous times of my life. I would give anything if I could go again out into all these woods and mountains and just look and see and feel and smell. And that\u2019s one of the reasons I am so interested in having this declared a national monument,\u201d Lovett said in a video shared by <a href=\"https:\/\/www.bennet.senate.gov\/public\/index.cfm\/press-releases?id=7114BFA5-E53B-47EB-82C8-B6CC20F35FF9\" target=\"_blank\">Bennet<\/a>, the Colorado senator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While most national monuments protect extraordinary natural landscapes, there are at least 12 other military sites designated as national monuments by other presidents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden on Wednesday called his designation a permanent one that none of his future successors can overturn, although previous presidents have reduced the size of national monuments. The issue of whether a president can eliminate a national monument has not been resolved in court.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Donald Trump shrank two national monuments in southern Utah, a decision that tribes and environmental groups challenged in court. Those cases had been pending when Biden restored full protections for the monuments and expanded one of its boundaries. Biden also restored protections for an area off the New England coast that Trump had opened to commercial fishing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a separate move, the Biden administration also announced Wednesday it is pausing new mining and oil and gas drilling on 225,000 acres of public land in the Thompson Divide, a natural gas-rich area not far from Camp Hale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citing a need to protect wildlife, the Interior Department said it is initiating a review of a proposed 20-year withdrawal of the area from new leasing. Preexisting natural gas leases that account for less than 1% of active federal leases in Colorado won\u2019t be affected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republican Rep. Lauren Boebert, whose western Colorado district is home to the new restrictions, condemned the move as a \u201cland grab\u201d that would prevent domestic energy production.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The president\u2019s stop in Colorado Wednesday is part of a three-state swing out West this week. Biden will also stop in California, where he will hold a pair of events promoting two of his <a href=\"https:\/\/apnews.com\/article\/inflation-biden-us-supreme-court-politics-technology-ed99c35508a1930a5c7df52a02c22f8e\" target=\"_blank\">most significant legislative achievements<\/a> and headline a fundraiser for the House Democrats\u2019 campaign arm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, Biden will stop in Oregon. where his party is in danger of losing the governor\u2019s race, to rally Democrats. Early voting starts in Oregon and Colorado next week and is already underway in California.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He is notably staying away from states where his presence could hurt Democrats; on this trip he\u2019s skipping Nevada and Arizona, where incumbent Democratic senators are battling tough reelection bids.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democratic candidates have been far more likely to appear with Biden if it\u2019s an official White House event, and that was the approach in Colorado, where Bennet stood alongside the president to tout the designation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou have excellent taste, Mr. President, for your administration\u2019s first national monument designation,\u201d Bennet said Wednesday. \u201cYour designation means more Americans will come to appreciate the extraordinary history of this place \u2014 a history that goes back to before when Colorado was a state.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, Bennet\u2019s opponent, Republican Joe O\u2019Dea, dismissed Biden\u2019s visit as \u201ca political stunt.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not changing our economy. It\u2019s not changing the price of gas,\u201d O\u2019Dea said in an interview about the Camp Hale designation. He added that while \u201cCamp Hale\u2019s a special place,\u201d its preservation should have come through Congress. O\u2019Dea called Biden\u2019s unilateral action a \u201cusurpation of power.\u201d A far more sweeping conservation bill has been stalled in Congress due to opposition from Republicans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O\u2019Dea, a businessman with a moderate profile, has mounted a competitive bid against Bennet, who has served in the Senate since 2009. National Republicans believe he is among the party\u2019s best recruits this cycle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The race still remains somewhat of a reach for Republicans, who see better offensive opportunities in states like Nevada, Georgia and Arizona. Still, the Senate Leadership Fund, the primary super PAC dedicated to electing Republicans to the Senate, made its first investment of the cycle in Colorado last week by sending $1.25 million to
