{"id":25945,"date":"2023-04-10T21:33:42","date_gmt":"2023-04-10T21:33:42","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/04\/10\/telework-can-aid-understaffed-social-security-administration-union\/"},"modified":"2026-08-08T05:01:20","modified_gmt":"2026-08-08T05:01:20","slug":"telework-can-aid-understaffed-social-security-administration-union","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/career-management\/2023\/04\/10\/telework-can-aid-understaffed-social-security-administration-union\/","title":{"rendered":"Telework can aid understaffed Social Security Administration: union"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Short of big increases in government spending, there is one measure the largest federal employee union said can serve as a partial remedy to severe understaffing and backlogs at the Social Security Administration: increased telework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Representatives from the American Federation of Government Employees told reporters Monday that SSA\u2019s lack of an expanded <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2022\/12\/14\/is-telework-working-opm-opens-annual-data-review-to-find-out\/\" target=\"_blank\">telework or remote work program<\/a> is causing the agency\u2019s workforce, already at a 25-year low, to seek employment elsewhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSimply put, other employers offer better pay benefits, telework and remote work options, upward mobility and support,\u201d said Jessica LaPointe, president of local AFGE council 220. \u201cPoor employee retention is causing public service to deteriorate.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/thought-leadership\/2023\/04\/03\/republicans-take-aim-at-telework-in-federal-government\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1282387381.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Republicans take aim at telework in federal government<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">More than two-thirds of all federal employees reported utilizing some form of telework in 2021, according to OPM.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">AFGE, which represents more than 40,000 SSA employees, is urging the agency to staunch attrition, which spiked over the last two years. According to data compiled by the union, resignations unrelated to retirement surged 274% from fiscal 2017 to 2022. The union said that during the COVID-19 pandemic, SSA employees worked remotely for nearly two years, so it would be a near costless solution for the agency to reinstate work flexibilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of 2022, more than half of the agency\u2019s workforce is telework eligible, according to employment data kept by the Office of Personnel Management. At the same time, Congress has looked to roll back telework flexibilities via the SHOW UP Act and blamed such policies for long wait times at Social Security and other agencies.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/leadership\/2022\/10\/26\/social-security-administration-workers-rally-over-staffing-shortage\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/thumbnail_IMG_0583.jpeg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Social Security Administration workers rally over staffing shortage<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Last week, union leaders held a town hall asking Congress to approve $16.5 billion in \u201cemergency funding\u201d to support the agency.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While 2.1 million federal employees await OPM\u2019s response to Republicans\u2019 challenge come the ending of the national pandemic emergency next month, workforce advocates are assuring leadership that telework has improved productivity, morale and recruitment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SSA learned during the pandemic already that much of its non-public facing workload is portable, said Sherry Jackson, Council 220 second vice president. AFGE says to account for inflation and restore staffing, the agency actually needs $17.5 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Acting Commissioner Kilolo Kijakazi said in <a href=\"https:\/\/www.ssa.gov\/budget\/assets\/materials\/2024\/2024BO.pdf\" target=\"_blank\">a budget document<\/a> that new hires accounted for by the funding request will reduce Social Security paperwork backlogs and improve service to the public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Rich Couture, Council 215 president, said the agency cannot just hire itself out of crisis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are not seeing significant success in hiring even with the use of looser hiring rules granted by the Office of Personnel Management,\u201d he told reporters April 10. \u201cEven if SSA could hire all the new claims specialists, customer service representatives, legal assistants and other necessary support staff positions immediately, those new hires would need months of training, and two to three years of on the job experience and mentoring to become fully proficient and productive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Couture also said he has not seen SSA make any moves to bolster its HR core to handle the influx of new hires it hopes for.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As AFGE looks ahead to the upcoming budget cycle, it\u2019s also preparing to renegotiate six articles of its national contract agreement in the coming
