The agreement guides the countries\u2019 defense relations for the next five years as the war in East Africa against the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/08\/01\/us-operation-killed-al-qaida-leader-al-zawahri-source-says\/\" target=\"_blank\">al-Qaeda<\/a> linked<a href=\"https:\/\/www.militarytimes.com\/news\/2023\/01\/23\/first-africom-airstrike-of-the-year-kills-30-al-shabab-militants\/\" target=\"_blank\"> al-Shabab extremist group<\/a> intensifies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Austin thanked Kenya for volunteering to take the leadership of the <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2023\/02\/17\/canada-to-deploy-navy-vessels-to-haiti-as-violence-worsens\/\" target=\"_blank\">Haiti <\/a>multi-national force and reiterated that the U.S government would work with Congress to secure the $100 million in funding that it pledged on the sidelines of the U.N General Assembly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Austin said the rest of the world ought to follow Kenya\u2019s commitment to global security and \u201cstep up and provide more personnel, equipment, support, training and funding.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kenya has pledged to send 1,000 security officers to Haiti to combat gang violence in a mission that is pending the U.N Security Council\u2019s formal approval but has received support from the U.N. and U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duale said his country is ready to deploy to Haiti and cited Kenya\u2019s \u201cvery long history of global peacekeeping\u201d in Kosovo, neighboring Somalia and Congo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Human rights activists, meanwhile, have expressed concerns over the deployment, citing a history of human rights abuses during security operations in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some security analysts have expressed concerns that there will be a language barrier between the deployment from Kenya, an English- and Swahili-speaking country, and the people of Haiti, where the official languages are French and Creole.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the regional fight against al-Shabab, Austin said he had met with Somalia\u2019s president and that both agreed that the country had made \u201csignificant progress in the last year against al-Shabab.\u201d But Austin also said that \u201cprogress is not always a straight line so we may see things improve significantly on one day and maybe we\u2019ll see challenges on the next day.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Somalia last week asked the U.N. to pause for three months the withdrawal of 3,000 troops in the second phase of drawdown to allow the country\u2019s forces to regroup.
