{"id":26176,"date":"2023-06-21T19:00:26","date_gmt":"2023-06-21T19:00:26","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/06\/21\/house-takes-aim-at-telework-federal-pay-abortion-in-fy24\/"},"modified":"2026-08-20T16:06:03","modified_gmt":"2026-08-20T16:06:03","slug":"house-takes-aim-at-telework-federal-pay-abortion-in-fy24","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2023\/06\/21\/house-takes-aim-at-telework-federal-pay-abortion-in-fy24\/","title":{"rendered":"House takes aim at telework, federal pay, abortion in FY24"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The House\u2019s fiscal 2024 funding plan for federal civilian agencies would force agencies to roll back telework, keep <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2023\/01\/19\/why-a-ban-on-abortion-is-always-included-in-annual-funding-bills\/#:~:text=For%20federal%20employees%2C%20the%20Financial,rape%2C%20incest%20or%20life%20endangerment.\" target=\"_blank\">abortion out <\/a>of employee health insurance plans and make pay contingent on compliance with Congressional demands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Financial Services and General Government Appropriations bill, which will be considered in a hearing Thursday, sets funding for more than two dozen independent agencies, including the Internal Revenue Service and White House offices, for the government fiscal year that starts Oct. 1, according to an executive summary released Wednesday.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2023\/09\/05\/why-the-us-federal-fiscal-year-2023-starts-in-october\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"201\" height=\"300\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635830253086234641-031113ft-dome1jpg.jpg?w=201\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why the beginning of fiscal year 2024 is in October, not January<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Fiscal years are used in federal tax filings and budget documents and for reporting income and expenses.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">What remains undecided is whether any of these provisions or <a href=\"https:\/\/www.federaltimes.com\/breaking-news\/2023\/03\/09\/biden-seeks-52-pay-hike-for-federal-workers\/\" target=\"_blank\">the 5.2% pay raise<\/a> Biden proposed for federal employees will make it into the final budge. Appropriations committees in the House and Senate are currently in the process of tweaking, or \u201cmarking up,\u201d bills for approval by the committees. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, Republicans, who control the chamber, plan to keep many federal agencies at or below their FY22 enacted level. According to the House committee led by Chairwoman Kay Granger, a Republican from Texas, funding would be about 20% below the President\u2019s budget request and 7% below this year\u2019s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What Republicans have called measures to make agencies more efficient by curbing extraneous services, federal employees have called starving of workforce benefits and staff. In a union rally on Wednesday in front of the Capitol, Social Security employees said half of the public\u2019s calls to the agency <a href=\"https:\/\/www.cbpp.org\/blog\/policymakers-must-act-to-address-social-security-service-crisis\" target=\"_blank\">go unanswered<\/a> because of understaffing and a decade-long erosion of the agency\u2019s operating budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For others, the House\u2019s plan would set White House salaries $26 million below the President\u2019s request and $135 million below for the Office of Personnel Management, which administers retirement benefits, health insurance, hiring and onboarding, and personnel vetting for the 2.2-million large civilian workforce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One such program receiving scrutiny is the Federal Employee Health Benefits program, under which coverage for abortion would be banned, according to the House\u2019s 2024 budget.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/pay-benefits\/2023\/05\/17\/employees-urge-lawmakers-to-lift-abortion-ban-in-federal-health-plans\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23137041271428.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Employees urge lawmakers to lift abortion ban in federal health plans<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Federal employees have said the these bans on public programs are incongruous with some private sector company benefits.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">This provision is inserted in appropriations language nearly every year and if included in the final version, would not apply in instances when the life of the mother is at risk or in cases of rape or incest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal employee and abortion justice advocacy groups have been urging lawmakers to support coverage of abortions and other reproductive health procedures to make up for decades of lacking coverage related to pregnancy and poor support of working mothers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans haven\u2019t budged on abortion, though, and the issue often turns into a stalemate whereby its defenders capitulate in order to <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2023\/01\/19\/why-a-ban-on-abortion-is-always-included-in-annual-funding-bills\/#:~:text=For%20federal%20employees%2C%20the%20Financial,rape%2C%20incest%20or%20life%20endangerment.\" target=\"_blank\">avert a lapse in appropriations.<\/a> The Republicans\u2019 proposal also includes a ban on the District of Columbia paying for abortion services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also aims to stop FEHB plans from covering any surgeries or hormone therapies that would fall under \u201cgender affirming care\u201d \u2014 a subset of health care that <a href=\"https:\/\/www.federaltimes.com\/fedlife\/benefits\/2023\/03\/08\/white-house-urges-insurers-to-keep-gender-affirming-care-in-fed-plans\/\" target=\"_blank\">OPM has encouraged<\/a> providers to cover in the last three years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Besides specific restrictions on health care coverage for civil servants, the bill also forces agencies to bring employees back to offices and restore telework and remote work levels to whatever they were in December 2019, or else an agency won\u2019t get funding.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Lagging services<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Before lawmakers this spring, OPM\u2019s director blamed many of the agency\u2019s lagging services on a lack of staff to meet demands of retirements, not on telework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other agencies that process large volumes of applications for benefits, like the Internal Revenue Service and Social Security Administration, have said that on top of more employees, they need better technology to either automate certain processes or ensure their systems are secure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal would eliminate funding for the Technology Modernization Fund at the <a href=\"https:\/\/tmf.cio.gov\/projects\/\" target=\"_blank\">General Services Administration<\/a>, which has paid for projects like the U.S. Army\u2019s cyber protection of technology at depots and arsenals, <a href=\"http:\/\/login.gov\/\" target=\"_blank\">Login.gov<\/a> and a simplified log-in portal for veterans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan also leaves out the $10-billion plus up at GSA that would fund <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/2023\/04\/04\/why-is-the-fbi-headquarters-moving-outside-dc\/\" target=\"_blank\">the new FBI headquarters <\/a>and other large-scale buildings that would house federal employees. In addition, the plan rejects funding for <a href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/06\/20\/biden-plan-will-give-more-than-100-federal-buildings-green-upgrades\/\" target=\"_blank\">\u201cgreen building\u201d<\/a> conversions by GSA, which <a href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/06\/20\/biden-plan-will-give-more-than-100-federal-buildings-green-upgrades\/\" target=\"_blank\">the Washington Post reported<\/a> would make 100 federal buildings all-electric or net-zero emissions with the help of the Inflation Reduction Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And in another provision, federal employees who do not comply with a congressional subpoena would have their salaries withheld. Bonuses, raises and promotions for the Treasury would also be frozen until the agency delivers an expenditure report on the COVID-19 pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the bill does permit Treasury to make use of direct hire authorities to fill positions that can help process backlogs in tax returns.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Financial
