{"id":26824,"date":"2020-05-14T16:51:15","date_gmt":"2020-05-14T16:51:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2020\/05\/14\/jennifer-santos-pentagon-industrial-policy-chief-exiting-role\/"},"modified":"2026-08-07T22:52:19","modified_gmt":"2026-08-07T22:52:19","slug":"jennifer-santos-pentagon-industrial-policy-chief-exiting-role","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/leadership\/2020\/05\/14\/jennifer-santos-pentagon-industrial-policy-chief-exiting-role\/","title":{"rendered":"Jennifer Santos, Pentagon industrial policy chief, exiting role"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Jennifer Santos, the U.S. Defense Department\u2019s primary liaison to the defense industry and a key player in the department\u2019s COVID-19 response, is departing as head of industrial policy to take a new role with the Navy, the Pentagon has confirmed to Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Santos took over the role of deputy assistant secretary of defense for industrial policy in June 2019, after <a href=\"https:\/\/www.defensenews.com\/pentagon\/2020\/04\/06\/chewning-former-dod-industrial-head-returns-to-mckinsey\/\" target=\"_blank\">Eric Chewning<\/a> was tapped to be chief of staff for then-acting Defense Secretary Pat Shanahan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In that role, she served as Undersecretary of Defense for Acquisition and Sustainment <a href=\"https:\/\/www.defensenews.com\/industry\/2020\/04\/30\/defense-industry-shutdowns-trend-upward-but-lord-watching-cash-flow\/\" target=\"_blank\">Ellen Lord\u2019s<\/a> principal advisor for analyzing the capabilities, overall health and policies <a href=\"https:\/\/www.defensenews.com\/coronavirus\/2020\/04\/08\/the-pentagons-supply-chain-faces-an-economy-under-siege\/\" target=\"_blank\">concerning the industrial base<\/a>. She also shaped policy on business combinations and transactions, both foreign and domestic, that impact national security.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2020\/05\/06\/pentagon-reports-boost-in-predatory-foreign-investment-to-us-tech-firms-since-pandemic-start\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/2998130.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon reports boost in predatory foreign investment to US tech firms amid pandemic<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">There has been a &quot;small uptick&quot; in cases over the past several months, said the Defense Department official charged with overseeing the industrial base.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Department can confirm that Ms. Jennifer Santos is moving from her current position as the Department\u2019s Deputy Assistant Secretary of Defense for Industrial Policy to the Department of the Navy working with Mr. James \u2018Hondo\u2019 Guerts, Assistant Secretary of the Navy for Research, Development, and Acquisition to support critical projects,&#8221; Pentagon spokesman Mike Andrews said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe department\u2019s commitment to closely partnering with the defense industry remains unwavering, and we will continue to identify and mitigate impacts from the COVID-19 national emergency to ensure readiness and modernization,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Scott Baum, the current principal director for industrial policy, will take over as acting deputy assistant secretary of defense for industrial base policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before joining the Office of the Secretary of Defense, Santos spent two years working defense programs for Cypress International, a business consultancy group. Prior to that job, she spent five and a half years working for the Senate Appropriations Committee\u2019s Subcommittee on Defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In normal times, the industrial policy job is relatively low profile outside of the defense industry. But Santos was forced into a more public-facing role in the last two months as a key player in the Pentagon\u2019s <a href=\"https:\/\/www.defensenews.com\/coronavirus\/\" target=_blank>COVID-19 response<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The industrial policy job has oversight of the Defense Production Act, which has emerged as a major tool for procuring needed medical supplies. Santos was the point person for issuing more than 20 pieces of guidance to industry on issues such as <a href=\"https:\/\/www.defensenews.com\/coronavirus\/2020\/03\/23\/pentagon-loosens-cash-flow-for-industry-more-measures-likely-coming\/\" target=_blank>increased early payments<\/a>, whether companies can receive repayment for keeping workers on the payroll while shut down, and the implementation of the coronavirus relief legislation known as the CARES Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the Department of Defense launched its coronavirus response task force, Santos and Kim Herrington, the director for defense pricing and contracting, \u201cplayed key roles in really productive daily engagements with industry,\u201d Lord told reporters in March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Santos and the DoD\u2019s industrial policy team led three to four industry calls per week with 18 associations representing more than 3 million companies, Lord said in April. At the time, Lord said she was \u201cproud of the department\u2019s responsiveness in addressing defense industry concerns outlined during these calls.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Santos\u2019 departure leaves another <a href=\"https:\/\/www.defensenews.com\/coronavirus\/2020\/04\/22\/20-empty-seats-coronavirus-may-slow-pentagons-push-to-fill-vacancies\/\" target=_blank>empty seat in the Pentagon<\/a>, albeit not one requiring confirmation by the Senate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Industry, by multiple accounts, was pleased to have a constantly flowing conduit to the Pentagon in the midst of the COVID-19 crisis, and word of her departure was a surprise. National Defense Industrial Association Vice Chair Arnold Punaro praised Santos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom the perspective of our industry and the National Defense Industrial Association, she has been very supportive to industry,\u201d Punaro said. \u201cAll of the acquisition system \u2015 the organizations people believe to be \u2018Dr. No\u2019s\u2019 of the Defense Department have actually bent over backwards to protect the industry.
