{"id":26846,"date":"2020-12-04T13:48:54","date_gmt":"2020-12-04T13:48:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2020\/12\/04\/they-need-to-answer-to-this-pentagon-cmo-says-as-congress-moves-to-shutter-office\/"},"modified":"2026-08-07T22:54:37","modified_gmt":"2026-08-07T22:54:37","slug":"they-need-to-answer-to-this-pentagon-cmo-says-as-congress-moves-to-shutter-office","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2020\/12\/04\/they-need-to-answer-to-this-pentagon-cmo-says-as-congress-moves-to-shutter-office\/","title":{"rendered":"\u2018They need to answer to this\u2019: Pentagon CMO pushes back as Congress moves to shutter office"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Language in the proposed fiscal 2021 <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/12\/03\/compromise-defense-bill-confronts-a-rising-china\/\" target=_blank>National Defense Authorization Act<\/a> eliminates the Pentagon\u2019s <a href=\"https:\/\/www.defensenews.com\/pentagon\/2019\/12\/24\/congress-weighs-closing-up-no-3-office-at-the-pentagon\/\" target=_blank>Chief Management Officer<\/a> job, a move that the woman who has held the job said will harm taxpayers and military readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s hard to understand how the most successful reform effort in history is essentially being eliminated,\u201d Lisa Hershman, the Pentagon\u2019s CMO, told Defense News shortly after the NDAA language was released Thursday. \u201cIt\u2019s disappointing. I\u2019m not exactly sure what or who [defense committee leaders] were listening to.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Representatives from the House and Senate Armed Services Committees agreed to a conference report of the NDAA this week, with a vote likely to come next week. Despite <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/12\/02\/congress-advances-defense-bill-bucking-trumps-veto-threats\/\" target=_blank>a veto threat<\/a> from President Donald Trump, the NDAA is expected to pass comfortably in both chambers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means Congress has all-but-decided to eliminate the CMO\u2019s office, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/12\/28\/unwinding-bureaucracy-start-of-2018-to-see-major-pentagon-reform\/\">roughly four years<\/a> after lawmakers created the role and made it third-in-line at the department, with the goal of having a single point person for reform efforts inside the world\u2019s largest bureaucracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members have said the office has not moved fast enough to deliver reforms, with Rep. Mac Thornberry, the retiring top Republican on the House Armed Services Committee, <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/06\/29\/congress-close-to-axing-pentagons-impossible-chief-reform-job\/\" target=_blank>saying in June<\/a> that \u201cCongress is largely responsible for making this an impossible job, and we need to figure out something different.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are starting to see some real payoff from what [reform legislation] we\u2019ve done in recent years. No they\u2019re not moving fast enough. No, it\u2019s not enough,\u201d Thornberry said then, of DoD reform efforts writ large. \u201cWe\u2019re trying to hold their feet to the fire on some of the things we\u2019ve already told them to do in recent years.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, the CMO\u2019s office will be dismantled no later than one year after the passage of the NDAA, with all duties and responsibilities dispersed among different officials as directed by the Secretary of Defense. In addition, the secretary must submit a report to Congress including \u201cany legislative proposals necessary to effectuate the changes to law made by this section. &#8220;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The office experienced turbulence from the start, with the first confirmed CMO, Jay Gibson, was forced out of office <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/11\/09\/pentagon-chief-management-officer-officially-resigns-after-weeks-of-speculation\/\">after just nine months<\/a>. He was replaced by Hershman, the deputy CMO, who served as acting CMO for over a year before receiving a <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/12\/20\/pentagon-revolving-door-three-in-five-out\/\">confirmation vote herself<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Thursday, Hershman was careful to note that a <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/09\/25\/13-lawmakers-dont-kill-the-pentagons-chief-reform-job\/\" target=_blank>bipartisan group of lawmakers<\/a> had backed the CMO\u2019s office, but expressed frustration with how the process ultimately ended up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s really hard to understand their justification,\u201d she said. \u201cEvery dollar saved through reform went to the warfighter directly. Every dime of what we saved made them safer and more lethal. This was a big win for the taxpayers, freeing up $37 billion of budgeted funds through reform and increased efficiency.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress has given no justification for eliminating the CMO. Since 2018 when the role was created we have validated $37 billion in savings, eliminated hundreds of unnecessary regulations, and created the first unified Fourth Estate budget in history.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDespite all that success, I\u2019ve never been asked to testify \u2014 on the accomplishments, visions, next steps, none of it. I\u2019ve never been asked by either the House or the Senate, any subcommittee to make any kind of testimony on the facts. They need to answer to this.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2020\/07\/09\/pentagon-reform-boss-on-eliminating-entire-office-this-is-a-guaranteed-failure\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hershman_pentagon.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon reform boss on eliminating entire office: \u2018This is a guaranteed failure\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Both the Senate and House in their versions of the National Defense Authorization Act are aiming to close the office of the chief management officer, and do away with the top position there.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Delivering results?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In November, Hershman spoke with Defense News about the savings claimed by her office, as well as a recent report by the Government Accounting Office (GAO), a government watchdog, that concluded the Pentagon had achieved $37 billion in savings since the start of FY17.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not all of that is directly the result of the CMO\u2019s office; in addition, the Nov. 5 GAO report raised concerns that the figures \u201cwere not always well documented or consistent with the department\u2019s definitions of reform,\u201d and may have some overstating in savings, the oversight agency largely supported the claim that $37 billion had been saved, and re-applied to defense priorities, during the reform process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Hershman pointed to that finding as a victory lap for her team, with $7.7 billion found in FY20 and $12.1 billion found in FY21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo have an independent body such as GAO actually put their stamp on those savings, and also acknowledge the great trajectory that we\u2019re on with continued improvement \u2014 we\u2019re doing something right,\u201d she said in November, noting that the savings found by her office in a few years has already lapped what was found by the history of the deputy CMO office that proceeded the CMO\u2019s creation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More savings are expected to result in the upcoming budget as well, thanks to a new set of authorities given to the CMO\u2019s office at the start of the year when then-Secretary of Defense Mark Esper put Hershman in charge of assembling the budgets for the so-called \u201cFourth Estate\u201d \u2014 the various Pentagon offices that do not fall under a military service branch. In essence, the CMO team now would act as a service secretary for budgetary purposes over those offices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hershman was given a target by Esper of finding $5 billion in savings over the next five years. That\u2019s a number she says her office is on track to break, significantly, with an estimated $6.205 billion total in savings found in just the FY22 budget effort.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/commentary\/2020\/07\/20\/congress-should-strengthen-not-undermine-the-pentagons-chief-management-officer\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hershman_pentagon.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Congress should strengthen, not undermine, the Pentagon\u2019s chief management officer<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Killing the CMO position will snuff out one of the few prospects for sorely needed institutional reform within the Pentagon.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Perhaps most notably, she said, $4.9 billion of that came from actual reforms, while the rest was the result of cuts or clean sheet improvements; in other words, the money wasn\u2019t primarily found by cutting people or technology, but by making substantive changes, with roughly $77 million in investments to achieve that return.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In one case, she said, there was a spare parts contract that was expected to cost about $80 million but better inventory management inside the department due to reforms meant planners found they had plenty of equipment as is, and reduced that buy to under $30 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In another case, an IT service contract was set to a highest level of service, which wasn\u2019t actually needed; that contract, which cost around $217 million annually, was reduced by $67 million for the current fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the things that we\u2019ve been trying to do, from a cultural standpoint, is get away from across the board cuts. Those are detrimental, and it lends itself to a process that drives bad behaviors,\u201d she said in November. While noting that occasionally cutting a program is appropriate, on the whole, Hershman argued \u201cYou can\u2019t cut your way to prosperity.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, with the short history of the CMO\u2019s office apparently coming to an end, Hershman insists she isn\u2019t bitter about the offices\u2019 fate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI came from the private sector. I\u2019m happy to go back to the private sector,\u201d she said Thursday. \u201cI\u2019m worried about the warfighter and taxpayers. Things aren\u2019t getting easier in either of those camps, money is tight and we have to be prudent with how we spend &#8230; [We are] in just the beginning stages of adoption but has already proven itself out to be working.
