Cory Gardner, R-Colo., chairman of the Senate Foreign Relations Subcommittee on East Asia, the Pacific, and International Cybersecurity Policy. \u201cThe president was right to walk away from a deal that would have given everything the U.S. has put in place from a maximum pressure standpoint.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf [Kim] is true to his supposed words about denuclearization, and we get an agreed-upon commitment, and it\u2019s verifiable and it\u2019s enforceable, we have a pathway forward,\u201d said Senate Foreign Relations Committee ranking member Robert Menendez, D-N.J. \u201cIf not, we have to understand the options available to us are a lot more challenging.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/03\/01\/trump-admin-to-end-major-military-exercises-with-south-korea-report\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Guns.jpg_db2ac9.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump administration to end major military exercises with South Korea: report<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Opting to end these drills with South Korea is part of President Donald Trump\u2019s plan to foster a more positive relationship with North Korea.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The lawmakers spoke to reporters after a closed-door briefing led by the U.S. State Department\u2019s special representative for North Korea, Stephen Biegun. Lawmakers declined to discuss specifics but said they were reassured by the clear picture presented to them of what happened in Hanoi, and that the Trump administration has a strategy \u2014 even if they did not believe it would work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump-Kim summit fell apart because of differences over how much sanction relief North Korea could win in return for closing its aging main nuclear complex. The U.S. and North Korea accused each other of causing the summit breakdown, but both sides left the door open for future negotiations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump said Kim told him that North Korea would continue to suspend nuclear and missile tests while negotiations are underway, and South Korea and the U.S. announced Sunday that they are eliminating massive springtime military drills and replacing them with smaller exercises in an effort to support the talks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Multiple outlets <a href=\"https:\/\/www.washingtonpost.com\/world\/north-korea-rebuilds-rocket-engine-test-site-in-ominous-signal-about-attitude-to-talks\/2019\/03\/05\/de9c7e54-3faf-11e9-a44b-42f4df262a4c_story.html?utm_term=.eba530ffdecc\" target=_blank>reported<\/a> Wednesday that North Korea has begun rebuilding a satellite rocket launchpad and engine test site, in an ominous sign about its attitude toward negotiations on denuclearization. Satellite imagery suggests it started either just before or immediately after the breakdown of the summit meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, Risch said Beigun provided lawmakers a \u201cstep-by-step, hour-by-hour\u201d account of the Hanoi summit, placing the blame for the impasse on Pyongyang. Nonetheless, he said the two sides\u2019 differences had been narrowed in Hanoi, and he expressed cautious optimism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey laid out strategy, they laid out clearly for us steps they gave as opportunities for the North Koreans,\u201d Risch said of the briefing. \u201cThe North Koreans, of course, did not respond appropriately \u2014 and the president simply said he could not accept the counter[offer].\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As working level talks continue, Risch predicted they would take time but ultimately conclude in a grand bargain that yields a treaty for Congress to consider. \u201cThis is decades in the making, it\u2019s going to be a long time as it unwinds,\u201d Risch said, adding that Trump committed to him that any such deal would be presented as a treaty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is partisan division over Trump\u2019s approach, as Democrats have criticized Trump as gambling on direct talks without the diplomatic prep work that typically undergirds them. Menendez said he was \u201cnever a fan,\u201d arguing the first summit in Singapore last year turned Kim from \u201can international pariah\u201d into someone more internationally acceptable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe did the right thing\u201d to walk away from a bad deal, Menendez said of Trump. \u201cHe shouldn\u2019t have gone there if the preparation wasn\u2019t laid for the possibility of success.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI see what the strategy is,\u201d Sen. Tim Kaine, D-Va., <a href=\"https:\/\/thehill.com\/policy\/defense\/432745-briefing-calms-senators-nerves-after-trump-kim-summit\" target=\"_blank\">told reporters<\/a>. \u201cThe odds of success on the strategy are not high, but I think everybody\u2019s realistic about that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Chris Murphy, D-Conn., said there are not \u201ca lot of other plays right now, so I think we got to all get behind this one no matter our deep reservations about the president\u2019s ineptitude.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/02\/12\/despite-kim-summits-north-korea-still-a-threat-say-us-commanders\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19024055248070.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Despite Kim summits, North Korea still a threat, say US commanders<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Talks have lessened U.S.-North Korea tension, but Pyongyang hasn&#039;t shown verifiable denuclearization, U.S. military officials say.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Nonetheless, Risch said he expects another Trump-Kim meeting at some point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese two people have a special relationship, and it is that special relationship [that] is moving this forward,\u201d Risch said. \u201cThis is not something that is bubbling up from the bottom. Kim Jong Un can sit at that table, look across at President Trump and make a deal. That\u2019s where this is going to eventually wind up.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the meantime, Gardner said, the U.S. would maintain its \u201cmaximum pressure\u201d stance toward North Korea, and lawmakers would fight for new sanctions targeting ship-to-ship transfers to North Korea that violate the North Korea Sanctions and Policy Enhancement Act as well as a variety of United Nations Security Council resolutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe discussions will continue, but North Korea must come much closer than they are on concrete steps toward denuclearization before any movement is made by the United States,\u201d Gardner said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>The Associated Press contributed to this report.<\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cNo normalization without denuclearization,\u201d says Sen.
