Whether BRACs save money is debatable, but their political unpopularity is certain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move comes as <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/02\/09\/congress-votes-to-end-government-shutdown-sending-bill-to-president\/\" title=\"\" class=\"selected-link\">the president and Congress eased budget caps for national security by $165 billion through 2019<\/a>. Hewing to Congress\u2019 new preset top line, Monday\u2019s request includes a record $617 billion in base budget funding and $69 billion in cap-exempt wartime funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou get the gold star, we did not ask for that in this budget,\u201d Pentagon Comptroller David Norquist said at a budget rollout on Monday. \u201cWe have asked for it a number of times in the past, without much success.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon is instead looking to both find common ground with Congress on reforms and further review excess facilities \u201cto make better decisions about real property,\u201d Norquist told reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/\" title=\"\" class=\"\" target=\"_blank\"><b>Click here for more on President Trump\u2019s FY19 budget!<\/b><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BRAC has been politically unpopular since the 2005 round cost significantly more money that initially expected. Lawmakers have expressed concern that their communities would be harmed if military bases were removed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In October, Defense Secretary Jim Mattis told Congress a new BRAC could close about 22 percent excess capacity for an annual savings of $2 billion or more by 2027. But members of Congress have argued against that move, citing high upfront costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate Armed Services Committee\u2019s No. 2 Republican and chairman of its Readiness and Management Support Subcommittee, Sen. Jim Inhofe, of Oklahoma, told reporters last month a costly BRAC wouldn\u2019t be prudent when the military is in \u201crebuilding mode.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department\u2019s assistant secretary of defense for energy, installations and environment, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/12\/14\/the-new-brac-strategy-capability-over-cost-savings\/\" title=\"\" class=\"\">Lucian Niemeyer<\/a>, said in an interview in November that the Pentagon would change the pitch to lawmakers: Instead of cost savings, it would emphasize stationing forces to maximize lethality.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Pentagon
