It\u2019s also common for Congress to be mum on the president\u2019s proposed pay hike, allowing that number to take effect simply by remaining silent on it during the appropriations process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.armed-services.senate.gov\/press-releases\/reed-wicker-applaud-senate-passage-of-the-national-defense-authorization-act-for-fiscal-year-2024\" target=\"_blank\">defense bill<\/a> that passed the Senate on July 27 did explicitly mention a 5.2% raise for civilian employees of the Pentagon. That doesn\u2019t directly affect what other agencies\u2019 spending bills say, but it does <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2023\/07\/H.R.-2670-NDAA.pdf\" target=\"_blank\">show some agreement<\/a> between plans for the largest federal civilian agency and Biden\u2019s intent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, what happens next?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House and Senate leaders have not made meaningful progress on a full-year budget deal or short-term compromise plan, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/11\/06\/less-than-two-weeks-to-go-before-the-next-government-shutdown-deadline\/\" target=\"_blank\">Military Times reported.<\/a> <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/10\/25\/gop-hawks-praise-new-house-speaker-amid-ukraine-budget-uncertainty\/\">New House Speaker Mike Johnson<\/a>, R-La., has said that budget cuts or other policy riders will be included in upcoming proposals from his chamber. <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/11\/01\/senate-to-vote-on-top-air-force-navy-usmc-leaders-in-coming-days\/\">Senate Majority Leader Chuck Schumer<\/a>, D-N.Y., has called those ideas a dead end.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House has passed seven of 12 spending bills, and the Senate has passed three. Historically, with pay lagging in the federal sector, other factors including steady opportunities, competitive benefits and hybrid work to retain talent.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Many lawmakers have been <a href=\"https:\/\/x.com\/RepScholten\/status\/1721905832588451939?s=20\" target=\"_blank\">cautioning against a shutdown<\/a> since the summer. As federal employees know, a shutdown could mean employees will be told not to come to work and even those who are considered essential personnel may work with delayed pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd as I hear from the GOP majority that a shutdown is not only possible, but not of concern, I\u2019m ringing the alarm to make sure everyone knows why a shutdown is unacceptable,\u201d Virginia Democrat Abigail Spanberger tweeted in July. \u201cThousands of federal workers will be furloughed or work without pay. That <a href=\"https:\/\/www.federaltimes.com\/management\/pay-benefits\/2022\/08\/31\/biden-declares-46-pay-increase-for-federal-civilian-workforce\/\" target=\"_blank\">figure last year was consistent <\/a>with what Biden had proposed months earlier in his budget request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without the president interfering, the law says federal employees\u2019
