{"id":27628,"date":"2024-03-20T17:16:28","date_gmt":"2024-03-20T17:16:28","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2024\/03\/20\/grundmann-says-nothing-left-to-cut-at-fed-labor-relations-authority\/"},"modified":"2026-08-08T05:16:52","modified_gmt":"2026-08-08T05:16:52","slug":"grundmann-says-nothing-left-to-cut-at-fed-labor-relations-authority","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2024\/03\/20\/grundmann-says-nothing-left-to-cut-at-fed-labor-relations-authority\/","title":{"rendered":"Grundmann says nothing left to cut at Fed Labor Relations Authority"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The head of the Federal Labor Relations Authority said that after two decades of stagnant budgets, staffing cuts and long-term vacancies, anything less than the full <a href=\"https:\/\/www.flra.gov\/system\/files\/webfm\/FLRA%20Agency-wide\/Public%20Affairs\/CBJ\/FLRA%20FY2024%20CBJ.pdf\" target=\"_blank\">$33 million requested in the fiscal 2024 budget<\/a> will debilitate the independent agency that oversees union relationships within government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an interview with Federal Times, FLRA Chair Susan Tsui Grundmann said her agency has had to eliminate nearly all travel, consolidate floors in its building and look at cutting bonuses and training to make up for recent budgets that haven\u2019t increased in 20 years. The FY24 request is a 14% increase over last year, and it\u2019s also five months late. The fiscal year began Oct. 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe well is dry,\u201d Grundmann, a Biden nominee, said. \u201cThere\u2019s no meat left on the bone. We can\u2019t give anymore.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FLRA is funded by the Financial Services-General Government spending bill, one of 12 total bills that includes spending for two dozen separate agencies, from the U.S. Treasury to White House offices. So far this fiscal year, these agencies, among others, have been running on a series of continuing resolutions, the latest of which is set to expire on March 22. After Congress <a href=\"https:\/\/www.federaltimes.com\/management\/budget\/2024\/02\/26\/at-least-100000-feds-face-furloughs-this-week-unless-congress-acts\/\" target=\"_blank\">avoided a partial government shutdown on March 8 <\/a>by passing the first group of appropriations bills, lawmakers are feverishly working this week to vote on the remaining ones by Friday.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2024\/03\/09\/biden-signs-bills-with-money-for-fed-firefighters-air-traffic-hires\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP24044610036312.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Biden signs bills with money for fed firefighters, air traffic hires<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lawmakers are still negotiating a second package of six bills, including defense, in an effort to have all federal agencies funded by a March 22 deadline.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, Speaker Mike Johnson, R-La., said <a href=\"https:\/\/x.com\/SpeakerJohnson\/status\/1770073371079802902?s=20\" target=\"_blank\">on X, formerly known as Twitter,<\/a> that the House and Senate have begun drafting bill text to be prepared for consideration \u201cas soon as possible.\u201d The White House released a <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/03\/19\/statement-from-president-joe-biden-on-government-funding\/\" target=\"_blank\">statement<\/a> the same day saying President Joe Biden would sign the deal \u201cright away.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though resolution seems imminent, it\u2019s not clear what it will entail. And up until now, agencies without full-year funding, like the FLRA, have had to figure out how to implement <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2024\/01\/02\/federal-employee-pay-raise-in-place-as-agencies-again-brace-for-shutdown\/\" target=\"_blank\">the mandatory governmentwide pay raise,<\/a> staff teams and plan for long-term projects without new money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokesperson for the FLRA said in an email that in an attempt to stretch money, last year, the agency used end-of-year funds for some of its IT projects. If new money doesn\u2019t come in, officials may have to defer spending on cybersecurity or other tech. For example, the FLRA wants to fully digitize its case filing system and achieve 100% electronic-records storage in the years to come, according to <a href=\"https:\/\/www.flra.gov\/system\/files\/webfm\/FLRA%20Agency-wide\/Public%20Affairs\/Strategic%20Plan\/FLRA%202022-2026%20Strategic%20Plan%20Final.pdf\" target=\"_blank\">its strategic plan documents.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other critical prong of the agency is its dedicated workforce, Grundmann said. Last year, the FLRA had 46% fewer full-time staff than it did in 2004, and there <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2023\/06\/05\/biden-picks-summerlin-for-federal-labor-relations-authority-post\/\" target=\"_blank\">remain long-term vacancies in leadership <\/a>positions, including the general counsel. With 60% of the federal workforce being represented in thousands of bargaining units, the FLRA is involved in ensuring disputes across agencies are addressed quickly and impartially to prevent disruptions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe talk about doing more with less, well, you can\u2019t keep doing more with less and less and less,\u201d Grundmann said, who was <a href=\"https:\/\/www.flra.gov\/system\/files\/webfm\/FLRA%20Agency-wide\/Public%20Affairs\/Press%20Releases\/230103%20-%20Press%20Release%20-%20Grundmann%20designated%20FLRA%20Chairman.pdf\" target=\"_blank\">designated<\/a> chairman in 2023. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the agency has been ranked in the top 10 <a href=\"https:\/\/bestplacestowork.org\/rankings\/\" target=\"_blank\">Best Places to Work in the Federal Government <\/a>by the Partnership for Public Service, caseloads in some offices have increased by more than two-thirds in recent years. Even in its lean state, the agency has <a href=\"https:\/\/www.flra.gov\/system\/files\/webfm\/FLRA%20Agency-wide\/Public%20Affairs\/PAR\/FLRA%20FY2023%20PAR.pdf\">met or exceeded many of its targets<\/a> for resolving cases quickly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cStill, the longer the FLRA asks its employees to work beyond their capacity, the more it risks losing some of its most talented and productive workers to burnout,\u201d a spokesperson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Grundmann said it is imperative that her agency\u2019s work is not overlooked in budget discussions. For one, many <a href=\"https:\/\/www.flra.gov\/decisions\/v73\/73-157.html#_ftn11\" target=\"_blank\">cases require backpay<\/a> for an employee who was out of work. The government may face liability the longer those owed wages are outstanding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FLRA also plays a role in <a href=\"https:\/\/www.federaltimes.com\/management\/2022\/07\/11\/union-files-grievance-against-us-treasury-bureau-after-talks-on-remote-work-stopped\/\" target=\"_blank\">resolving disputes<\/a> before they escalate to arbitration, which can cost more than $7,000 per case, according to recent Federal Mediation and Conciliation Service statistics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In <a href=\"https:\/\/www.flra.gov\/system\/files\/webfm\/FLRA%20Agency-wide\/Public%20Affairs\/PAR\/FLRA%20FY2023%20PAR.pdf\" target=\"_blank\">2023<\/a>, there were 151 total arbitration cases.  <\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1176\" height=\"870\" src=\"\/wp-content\/uploads\/2026\/08\/Screenshot-2024-03-19-at-12.17.16-PM.png.png\" alt=\"\" class=\"wp-image-79388\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screenshot-2024-03-19-at-12.17.16-PM.png.png 1176w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screenshot-2024-03-19-at-12.17.16-PM.png.png?resize=300,222 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screenshot-2024-03-19-at-12.17.16-PM.png.png?resize=768,568 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screenshot-2024-03-19-at-12.17.16-PM.png.png?resize=1024,758 1024w\" sizes=\"auto, (max-width: 1176px) 100vw, 1176px\" \/><figcaption class=\"wp-element-caption\">The FLRA compiled data on how its annual funding compares to selected agencies with similar missions.
