In practice, the U.S. operates with nearly $34 trillion in<a href=\"https:\/\/www.npr.org\/2023\/03\/23\/1163448930\/what-is-the-debt-ceiling-explanation\" target=\"_blank\"> national debt<\/a> and adds to it nearly every fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nonetheless, taxes are how the government keeps the lights on, and it\u2019s been using them for more than a century.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year, Monday, April 15 is Tax Day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taxpayers who request an extension will have until Monday, Oct. 15 to file.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2022\/10\/04\/us-fiscal-year-starts-with-31-trillion-debt\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-871734474.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US government starts fiscal year $31 trillion in debt<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">This year&#039;s deficit will decline by $1.7 trillion, the single largest decline in the federal deficit in American history, OMB predicted in August.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<h1 class=\"wp-block-heading\">A brief history<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Though not a holiday, Tax Day has been observed by Americans since 1913, when government established the first federal income tax with the ratification of the 16th Amendment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time, the Bureau of Internal Revenue created a new division and \u201ccorrespondence unit\u201d to address the flood of questions that came from the public about their new responsibility. The first 1040 form was created a year later and \u201cFour Minute Men\u201d deployed around the country on President Woodrow Wilson\u2019s behalf to educate the public, giving speeches that lasted less than five minutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the 1940s and 1950s, the U.S. Treasury modernized its punch-card system and began using photocopiers, electric typewriters and eventually computers. President Harry Truman overhauled the Bureau in 1952 and installed a civil service system led by a commissioner and chief counsel that required presidential appointment and Senate confirmation.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/watchdogs\/2023\/01\/11\/watchdog-sees-light-at-the-end-of-the-tunnel-for-the-irs\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"187\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1171513-Cropped.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Watchdog sees \u2018light at the end of the tunnel\u2019 for the IRS<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">One reason for the optimism is the infusion of billions from Democratic-powered legislation signed into law this summer.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A year after, President Dwight D. Eisenhower renamed the Bureau of Internal Revenue to the name we know it today: the Internal Revenue Service in 1953. The tax deadline was also moved from March to April during his administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Americans were able to communicate with the IRS through written and broadcasted information and through brick-and-mortar Tax Assistance Centers, which are still in use today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the 1950s, high schools were even given \u201ctax kits\u201d by the IRS with enlarged copies of forms to prepare young people for their first jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the 1960s, tax processing was again updated with the help an invention borne out of James Tingle\u2019s backyard. \u201cTingle tables\u201d were specially designed desks for IRS workers to help them sort returns. In 2019, more than<i> <\/i>15 million tax returns came through the tables during the tax filing season.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By the 1970s, an IRS hotline and nationwide automated tax system was operational. Then, the Tax Reform Act of 1986 further simplified the tax code and prepared for a new age of electronic filing that officially began in 1991.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the .com era creating an appetite for digital tools and transactions across business, in 1998, Congress passed the Restructuring and Reform Act to create four divisions that catered services and expertise to taxpayers in similar groups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An in the last 10 years, the IRS has unveiled a mobile app, more account services and a presence on social media as the modern outreach method.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/pay-benefits\/2023\/03\/06\/is-easter-a-federal-holiday\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP17107674123872.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Is Easter a federal holiday? What about other religious days?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Traditionally, the president observes the date with an annual Easter egg roll for children on the White House lawn.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<h1 class=\"wp-block-heading\">Modern challenges for the IRS<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">While technology has made the job of the IRS less labor intensive, it still struggles to keep backlogs in check and maintain customer service levels for millions of taxpayers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The National Taxpayer Advocate\u2019s Annual Report to Congress identified hiring, training and processing delays as some of the agency\u2019s most serious problems going into the 2023 tax season.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In October, the agency said it met its goal of hiring an additional 4,000 customer service representatives to help answer phones and provide other services for the 2023 tax season.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the IRS\u2019 budget has shrunk 15% over the last decade in part due to inflation, leaving staffing levels at a new low since the 1970s, the report said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/newsletters\/2022\/07\/11\/union-files-grievance-against-us-treasury-bureau-after-talks-on-remote-work-stopped\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"205\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635624543656870243-treasury2jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Union files grievance against US Treasury bureau after talks on remote work stopped<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A spokesperson for the bureau said more employees will return onsite in phases over the next several weeks.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The IRS did receive an injection of funds from the Inflation Reduction Act in 2022. For the upcoming fiscal year, the agency is requesting $14.4 billion, 1% above the 2023 enacted level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IRA supplements the agency\u2019s discretionary budget and makes up for years of underfunding, according to the agency.
