{"id":27659,"date":"2024-06-17T16:19:07","date_gmt":"2024-06-17T16:19:07","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2024\/06\/17\/house-defense-bill-takes-aim-at-telework-for-dod-employees-contractors\/"},"modified":"2026-08-08T05:19:44","modified_gmt":"2026-08-08T05:19:44","slug":"house-defense-bill-takes-aim-at-telework-for-dod-employees-contractors","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2024\/06\/17\/house-defense-bill-takes-aim-at-telework-for-dod-employees-contractors\/","title":{"rendered":"House defense bill takes aim at telework for DoD employees, contractors"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">House lawmakers are seeking to use their version of the fiscal <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2024\/06\/14\/house-defense-bill-would-undo-pentagons-abortion-travel-policy\/\" target=\"_blank\">2025 defense spending bill <\/a>as an opportunity to tighten restrictions on telework for federal workers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Friday, <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2024\/06\/05\/defense-spending-bill-forces-israel-arms-transfers-nixes-ukraine-aid\/\">the $833 billion bill<\/a> was approved in a 217-199 vote and included a <a href=\"https:\/\/docs.house.gov\/meetings\/AP\/AP00\/20240613\/117435\/HMKP-118-AP00-20240613-SD002.pdf\" target=\"_blank\">provision<\/a> that would bar the Defense Department from paying for the costs of telework or remote work for any employee or contractor on a regular or recurring basis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to <a href=\"https:\/\/www.opm.gov\/telework\/documents-for-telework\/2023-report-to-congress.pdf\" target=\"_blank\">data kept the the government\u2019s HR agency,<\/a> only about 38% of Defense Department civilians teleworked in 2022, and almost certainly that number has changed since office reentry has been pushed by both the White House and members of Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s unclear how many defense contractors telework, but in general, those decisions are unaffected by federal regulations on the workforce and up to the supervisor or contracting office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans especially have taken issue with lingering telework that spiked in use during the pandemic, though it has been a tool in government for decades. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/home\/2024\/06\/06\/yellen-collins-say-treasury-contract-policies-on-telework-need-review\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP24156770188466.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Yellen, Collins say Treasury contract policies on telework need review<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Republicans in Congress have expressed frustration with what they say are largely empty federal office buildings paid for by taxpayers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cCentral to this issue is the concern that agencies \u2014 and certainly the Office of Personnel Management \u2014 do not know how many employees are teleworking or working remotely, or how often they do so,\u201d wrote three Republicans on the House oversight committee in a letter to Defense Secretary Lloyd Austin and other cabinet heads in August.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.federaltimes.com\/home\/2024\/04\/03\/locality-pay-is-a-focus-of-senate-bill-aimed-at-tracking-fed-telework\/\" target=\"_blank\">number of bills<\/a> have been drawn up since the COVID-19 pandemic formally ended to<a href=\"https:\/\/www.federaltimes.com\/management\/career\/2024\/03\/14\/congress-moves-to-repopulate-fed-buildings-drawing-white-house-ire\/\" target=\"_blank\"> curb federal telework policies.<\/a> None have so far passed both chambers, with Democrats saying telework has value for agencies that are struggling to fill key vacancies and retain staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In January, Ashish S. Vazirani, acting under secretary of defense for personnel and readiness, said <a href=\"https:\/\/www.esd.whs.mil\/Portals\/54\/Documents\/DD\/issuances\/dodi\/103501p.pdf\" target=\"_blank\">in a memo to the DoD workforce<\/a> that telework, while a privilege, promotes \u201cworkforce efficiency, emergency preparedness, maximum mission readiness, and quality of life\u201d and should be offered \u201cto the broadest extent possible.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the most part, federal agencies have determined what schedule of remote and on-site work is appropriate for them, and changes, when they come up, are supposed to be negotiated with labor unions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans, however, have been trying to wrest decision making power back, saying unions and agencies are slow-walking a reentry plans despite the White House\u2019s chief of staff telling them to \u201caggressively\u201d increase in-person work last summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In another appropriations bill covering a smattering of civilian agencies including OPM, House lawmakers said they expect a governmentwide report from the Office of Management and Budget on telework use. With roughly four months left before<a href=\"https:\/\/www.federaltimes.com\/management\/budget\/2022\/09\/20\/why-the-us-federal-fiscal-year-2023-starts-in-october\/\" target=\"_blank\"> fiscal 2025
