Class of 2024 wants to work for Uncle Sam."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">It\u2019s graduation season, and while normally that\u2019s a sore point for a government that long struggled to recruit young applicants, new data shows Uncle Sam may be finally getting an edge on Silicon Valley and Wall Street in the competition for talent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More students hoping to go into tech are applying to jobs in the government, while traditional tech giants, like software and internet companies, saw their share of applications decrease over the last year. A report from <a href=\"https:\/\/www.federaltimes.com\/management\/career\/2023\/10\/25\/government-jobs-get-more-attention-than-other-sectors-report-finds\/\" target=\"_blank\">Handshake, an online job board,<\/a> shows that tech majors\u2019 applications submitted to government employers more than doubled between 2022 and 2023. Meanwhile, the share submitted to tech companies fell six percentage points in that same timeframe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTech has been one of the most attractive industries for new grads over the past [10 plus] years, while government employers have had a harder time attracting early talent,\u201d said Christine Cruzvergara, chief education strategy officer at Handshake, in an email. \u201cSo to see tech losing its share of applications while the government experiences gains is a fundamental shift, and we believe both are related to underlying changes in what early talent is looking for.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/home\/2023\/06\/28\/federal-intern-experience-program-aims-to-connect-students-with-future\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1400270525.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Federal Intern Experience Program aims to connect students with future<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Future cohorts of federal interns can take advantage of professional development training, Q&amp;As with former interns and mentorships.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That\u2019s a trend that has been emerging recent years, dating back to the tech job losses in 2022. Recent instability showcased by hundreds of Big Tech layoffs at Apple, Google, Tesla and others have cast doubt on the stability of that job market, and young people seem to have been paying attention, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI wouldn\u2019t be surprised if what they saw felt particularly shocking, especially as much of this generation grew up watching these companies scale and dominate the tech market,\u201d Cruzvergara said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Driving an uptick in government tech work is also the fact there are more jobs available. Public sector openings are up 25%, while <a href=\"https:\/\/joinhandshake.com\/network-trends\/class-of-2024-graduation\/\" target=\"_blank\">popular private sector opportunities have fallen,<\/a> according to the report. Seeking to capitalize on the young workforce, the federal government has made a more concerted effort to build up training and hiring for burgeoning AI initiatives in particular.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To be sure, tech companies are still receiving more job applications on the whole than the government is \u2014 by about three times. Finance firms also receive a large share, about 20% of all job applications, compared to 7% for the government. But Wall Street, too, has been hit with <a href=\"https:\/\/www.reuters.com\/business\/finance\/us-financial-giants-shedding-jobs-2024-2024-01-31\/\" target=\"_blank\">job losses in the first quarter of 2024,<\/a> with companies like PayPal and Citigroup each announcing thousands of upcoming cuts, according to Reuters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Against that backdrop, students are evaluating their options on the market, and perceptions of stability could be the determining factor in as many as 76% of individual cases. Job security remains the single biggest factor influencing graduates\u2019 job searches, followed by location, employer reputation and then pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI received an offer to work for a federal agency while in college,\u201d said one respondent interviewed in the report. \u201cAfter graduating, I expect to be converted permanently with a raise. The necessity of government work provides for a relatively stable source of employment that has fluctuated little in the last two decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration claims to have made progress attracting younger workers to the government. For years, the number of federal workers under 30 has hovered around 7% \u2014 a small fraction of the 2-million strong workforce. However, according to the Office of Management and Budget, that share has increased by 13% in the last few years. Even so, it will take time for recruiting efforts to materialize within agencies, as the <a href=\"https:\/\/www.federaltimes.com\/fedlife\/career\/2023\/08\/16\/babys-first-clearance-what-to-expect-when-expecting-secret-access\/\" target=\"_blank\">hiring process is often slower <\/a>than in the private sector. With some agencies simply writing vague job announcements and posting them online with few additional insights into culture, there\u2019s an opportunity missed to connect with students on a more personal level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the data shows that\u2019s what they want.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three-quarters of recent graduates read reviews from current and former employers before submitting a job application, and a majority are more keen on applying if they know about a company\u2019s culture or values, according to the findings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another pressure facing new grads is student loan debt. As many as 70% of them will have student debt by they time they graduate with a bachelor\u2019s degree, <a href=\"https:\/\/collegeaffordability.urban.org\/covering-expenses\/borrowing\/\" target=\"_blank\">according to the Urban Institute. <\/a>And with the federal government operating on a meritocracy that rewards experience, young professionals may find themselves on the lower end of the pay scale with less room to negotiate.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/home\/2023\/08\/24\/how-to-navigate-the-world-of-paid-vs-unpaid-federal-internships\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1405662416.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How to navigate the world of paid vs unpaid federal internships<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Not all federal internships are paid, so here&#039;s some advice on how to determine if one is before applying.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Knowing these issues can be a significant barrier to recruitment, federal unions and employee groups have long pushed for <a href=\"https:\/\/www.federaltimes.com\/management\/budget\/2024\/03\/11\/federal-pay-raise-would-cool-under-bidens-2025-budget-request\/\" target=\"_blank\">pay reform to modernize the General Schedule<\/a> to be more reflective of a more educated and skills-diverse society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On USAJobs, the federal government\u2019s premiere job board, some starting salaries for fresh graduates range from about $36,000 to $70,000. Some of the jobs are based in big cities, like New York and Washington, D.C., but do not offer remote work. And some agencies still offer <a href=\"https:\/\/intern.usajobs.gov\/search\/results\/?hp=student&#038;wt=15328&#038;s=salary&#038;sd=asc&#038;p=1&#038;k=\" target=\"_blank\">internships that are unpaid. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe cost of living is so high right now, and salaries seem so low,\u201d said another respondent to Handshake\u2019s survey. \u201cI have so much I want to save for, but I\u2019m looking at starting salaries of $40,000 a year, which means half my salary would go to my rent. What about health insurance, car insurance, utilities, student loans?
