George Santos of New York after a critical ethics report on his conduct that accused him of converting campaign donations for his own use. He was just the sixth member in the chamber\u2019s history to be ousted by colleagues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The vote to expel was 311-114. Expulsion requires support from two-thirds of the House, a purposefully high bar, but a <a href=\"https:\/\/apnews.com\/article\/ethics-congress-santos-5ebffe514d8779fbc16a77fa1ab5e0df\">blistering House Ethics Committee report<\/a> that accused Santos of breaking federal law proved decisive.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2023\/11\/27\/what-to-watch-as-congress-negotiates-final-defense-policy-bill\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1765320132.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What to watch as Congress negotiates final defense policy bill<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The path to an annual defense policy bill may be unusually tricky this year amid several different provisions in the House and Senate versions.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Santos fought the expulsion effort leading up to the vote, leading his own defense during House floor debate and in conducting a press conference and interviews.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI will not stand by quietly,\u201d <a href=\"https:\/\/apnews.com\/article\/george-santos-house-expulsion-vote-ethics-d24b4b727da4f6b9af26e5aa902db992\">Santos declared<\/a> as lawmakers debated his removal the evening before the vote. \u201cThe people of the Third District of New York sent me here. If they want me out, you\u2019re going to have to go silence those people and go take the hard vote.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the previous expulsions in the House, three were for disloyalty to the Union during the Civil War. The remaining two occurred after the lawmakers were convicted of crimes in federal court. Santos made his case for remaining in office by appealing directly to lawmakers who worry they are setting a new precedent that could make expulsions more common.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Speaker Mike Johnson was among those who voiced concerns about removing Santos, though he has told members to <a href=\"https:\/\/apnews.com\/article\/santos-expel-house-speaker-johnson-ethics-committee-b84a4f00b92825c671b6a91061442865\">vote their conscience<\/a>. Others in leadership agreed with his reasoning and opposed expulsion. But some Republicans, including Santos\u2019 colleagues from New York, said voters will welcome lawmakers being held to a higher standard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m pretty confident the American people would applaud that. I\u2019m pretty confident that the American people expect that, and I hope that tomorrow, in this great chamber, we set that precedent,\u201d said Republican Rep. Anthony D\u2019Esposito, whose district adjoins Santos\u2019.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018This will haunt them\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Santos warned lawmakers they would regret removing a member before they have had their day in court.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis will haunt them in the future where mere allegations are sufficient to have members removed from office when duly elected by their people in their respective states and districts,\u201d Santos said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The expulsion push is just the latest chapter in what has been a spectacular fall from grace for Santos, a first-term lawmaker initially celebrated as an up-and-comer after he flipped a district from Democrats last year and helped Republicans win control of the House. But, soon after, troubles began. <a href=\"https:\/\/apnews.com\/article\/2022-midterm-elections-business-queens-ae463f9ef3497ce4479f9fe5f2defde1\">Reports began to emerge<\/a> that Santos had lied about having Jewish ancestry, a career at top Wall Street firms and a college degree. His presence in the House quickly became a <a href=\"https:\/\/apnews.com\/article\/george-santos-lies-congress-new-york-republicans-9e4fd69b75894addb5bd2d4d5e8171ff\">distraction<\/a> and an embarrassment to the party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In early March, the House Ethics Committee announced it was launching an investigation into Santos. Then in May, the U.S. attorney\u2019s office for the Eastern District of New York indicted Santos, accusing him of duping donors, stealing from his campaign and lying to Congress. Prosecutors would later add more charges in an updated 23-count indictment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The indictment alleges he stole the identities of campaign donors and then used their credit cards to make tens of thousands of dollars in unauthorized charges. Federal prosecutors say Santos, who has <a href=\"https:\/\/apnews.com\/article\/george-santos-federal-charges-updates-33667a0900271e5002459ab748d8fdc8\">pleaded not guilty<\/a>, wired some of the money to his personal bank account and used the rest to pad his campaign coffers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, Ethics Committee investigators spent eight months investigating Santos and interviewing witnesses. When their work was complete, the panel said it had amassed \u201coverwhelming evidence\u201d of lawbreaking by Santos that it sent to the Justice Department.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">False reports<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Among other things, the Ethics panel said that Santos knowingly caused his campaign committee to file false or incomplete reports with the Federal Election Commission, used campaign funds for personal purposes and violated the Ethics in Government Act with his financial disclosure statements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Arguing against expulsion during debate Thursday, Rep. Clay Higgins, R-La., said that while he respects the Ethics Committee, he had concerns about how the Santos case was handled. He said he was troubled that a Republican-led committee would submit a report that was so judgmental and publicized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe totality of circumstance appears biased,\u201d Higgins said. \u201cIt stinks of politics and I\u2019ll oppose this action in every way.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Ethics Committee does have a Republican chairman, its membership is evenly divided. Rep. Susan Wild, the ranking Democrat on the committee, reminded members that the decision approving the investigators\u2019 findings was unanimous.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs the Ethics Committee\u2019s report lays out in thorough detail, Mr. Santos has repeatedly, egregiously and brazenly violated the public\u2019s trust,\u201d Wild said. \u201cMr. Santos is not a victim. He is a perpetrator of a massive fraud on his constituents and the American people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democratic leader Hakeem Jeffries of New York held his weekly press conference with a massive photo next to him of Santos and Republican Rep. Marjorie Taylor Greene of Georgia sitting in the House chamber together and laughing. It\u2019s an example of how Democrats are looking to tie other Republicans to Santos when possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGeorge Santos is a malignant distraction, and hopefully that issue gets resolved,\u201d Jeffries said before the vote.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The vote to expel was 311-114.
