What happens next with the new CR?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><i>This story was updated on Nov. 20 to reflect the current status of the CR.<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress dodged a shutdown for the second time when the Senate overwhelmingly passed the House\u2019s previously approved <a href=\"https:\/\/www.cbo.gov\/system\/files\/2023-11\/hr6363_DivA-and-DivB.pdf\" target=\"_blank\">two-step continuing resolution<\/a> late Wednesday. Then, <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/legislation\/2023\/11\/17\/press-release-bill-signed-h-r-6363\/\" target=\"_blank\">President Biden signed the current <\/a>stopgap bill on Friday, making it official. The CR buys lawmakers several more weeks to reach a consensus on a full-year spending bill. In the interim, federal agencies will be held to existing funding levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile frontline federal employees are relieved that the threat of a government shutdown has been deferred for the next nine weeks, concerns remain that there are two more funding deadlines early in 2024,\u201d Doreen Greenwald, president of the National Treasury Employees Union, told Federal Times.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2023\/11\/15\/senate-looks-to-speed-ahead-on-temporary-funding-avert-shutdown\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23274039469808.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Senate looks to speed ahead on temporary funding, avert shutdown<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The spending bill does not include the White House\u2019s nearly $106 billion request for wartime aid for Israel and Ukraine.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The latest extension creates two deadlines stacked on top of each other. The first one, Jan. 19, applies to four bills: Agriculture-Food and Drug Administration; Energy and water; military construction and Veterans Affairs; and Transportation and Housing and Urban Development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second deadline on Feb. 2 includes the eight appropriations bills covering everything else: Commerce, Justice, Defense, Financial Services and General Government, Homeland Security, Interior, Labor, Health and Human Services, Education, legislative branch and foreign operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If one only deadline is met, the government faces threat of a partial shutdown nearly a third of the way into the new fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs far as continuing resolutions go, I do believe it is a unique method of doing it,\u201d said John Hatton, who leads policy and programs at the National Active and Retired Federal Employees Association, though experts said the concept is not entirely unprecedented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In past years, Congress has similarly bite-sized the <a href=\"https:\/\/www.narfe.org\/blog\/2023\/10\/30\/senate-advances-minibus-budget-with-multiple-amendments\/\" target=\"_blank\">budget process via minibuses, <\/a>especially when internal divisions make it <a href=\"https:\/\/www.congressionalinstitute.org\/2011\/10\/20\/congress-boards-the-minibus\/\" target=\"_blank\">difficult to reach agreement on a sweeping omnibus.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The approach led by newly minted House Speaker Mike Johnson, R-La., may have also signaled a reluctance to set a December deadline that would disrupt the holidays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think one of House Republicans\u2019 top concerns was avoiding the end of year legislative push,\u201d said Andrew Lautz, a senior analyst with the Bipartisan Policy Center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under other circumstances, Congress might try to force through a massive spending bill that can include supplemental funding, extensions, reauthorizations and policy riders that generate a bill hundreds of pages long and with it, <a href=\"https:\/\/thehill.com\/homenews\/senate\/4311667-senate-passes-johnson-bill-to-fund-government-averting-shutdown-threat\/\" target=\"_blank\">disdain among conservatives<\/a> in the House and in the Senate, Lautz said.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">The two-step CR is a way to get the broken appropriations process back on track without resulting in a massive omnibus spending bill. <br><br>Restoring federal fiscal restraint is especially important given the recent credit downgrade.<\/p>&mdash; Rep. Andy Harris, MD (@RepAndyHarrisMD) <a href=\"https:\/\/x.com\/RepAndyHarrisMD\/status\/1724042788222701712?ref_src=twsrc%5Etfw\">November 13, 2023<\/a><\/blockquote><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Lautz also said that the first deadline falling in mid-January seems encouraging because it\u2019s unlikely lawmakers would be able to turn around from the \u201cproverbial nap over the holidays\u201d and churn out a deal in the first week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the situation is far from ideal, budget experts said. Anything short of a full-year spending bill makes it difficult for agencies to plan longterm, <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2023\/09\/28\/are-you-essential-what-happens-to-your-job-in-a-government-shutdown\/\" target=\"_blank\">project workforce needs <\/a>and coordinate on large, multi-agency <a href=\"https:\/\/www.google.com\/search?q=contractors+federal+times+shutdown&#038;rlz=1C5CHFA_enUS919US919&#038;oq=contractors+federal+times+shutdown&#038;gs_lcrp=EgZjaHJvbWUyBggAEEUYOTIGCAEQRRg8MgYIAhBFGDzSAQgyOTYxajBqNKgCALACAA&#038;sourceid=chrome&#038;ie=UTF-8\" target=\"_blank\">contracts with industry. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI will vote for this bill to avoid a senseless shutdown, although I don\u2019t care for this idea of two funding deadlines and double the shutdown risk,\u201d said<a href=\"https:\/\/www.appropriations.senate.gov\/news\/majority\/senator-murray-talks-cr-next-steps-for-appropriations\" target=\"_blank\"> Sen. Patty Murray<\/a>, D-Wash., chair of the Senate Appropriations Committee, on Wednesday before the vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some have taken to federal employee forums online to criticize the plan, saying it feels like \u201cone CR for the things the Republicans like, a second CR for things Dem[ocrats] like,\u201d a user on Reddit wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m grateful that my paychecks won\u2019t be messed with over the holidays but seriously[,] I\u2019m sick of having to stress about this every 45 days,\u201d wrote another.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2023\/09\/21\/government-shutdowns-getting-more-lengthy-damaging-history-shows\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"212\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-88365902.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Government shutdowns become more lengthy, costly, history shows<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">For those who remember, there was a time when shutdowns spanned less than a week, sometimes just a few hours, if they even happened at all.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Experts Federal Times spoke to at federal unions and policy centers said it\u2019s unclear what determined the split. There doesn\u2019t seem to be clear indication of furloughing the most number of workers first, since many <a href=\"https:\/\/www.washingtonpost.com\/business\/interactive\/2023\/which-federal-employees-work-furloughed-government-shutdown\/\" target=\"_blank\">VA health care employees, <\/a>for example, would continue working if the first deadline is missed, they said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou could slice it either way,\u201d Lautz said. \u201cYou could say that Republicans would want to put their <a href=\"https:\/\/globalaffairs.org\/research\/public-opinion-survey\/republicans-democrats-split-increasing-us-defense-budget\" target=\"_blank\">preferred priorities<\/a> last to give them more time to consider those bills.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That might explain why the Pentagon\u2019s defense bill is on Feb. 2.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[But for] bills that might be a bit easier to achieve <a href=\"https:\/\/www.federaltimes.com\/smr\/50-years-federal-times\/2015\/12\/03\/government-shutdowns-of-1990s-partisan-politics-reaches-dysfunctional-heights\/\" target=\"_blank\">from a bipartisan perspective,<\/a> it might make more sense to put those on Jan. 19, rather than Feb. 2, because you expect there might be a deal that could come together more quickly than some of the stickier bills like like Labor-HHS-Education,\u201d Lautz continued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Strong bipartisan support for Veterans Affairs may have influenced it being given what some interpret as a first-order concern, experts said. There\u2019s also momentum in the Senate for the first group of bills, in which three of the four <a href=\"https:\/\/www.murray.senate.gov\/senator-murray-on-overwhelming-passage-of-senate-minibus-next-steps-for-appropriations\/\" target=\"_blank\">have passed via minibus. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But even in first slate of bills, there are partisan snags. The <a href=\"https:\/\/x.com\/RepMikeQuigley\/status\/1722655638126236027?s=20\" target=\"_blank\">House pulled its Transportation-HUD bill<\/a> in part over disputes about Amtrak funding. The <a href=\"https:\/\/thehill.com\/policy\/equilibrium-sustainability\/4292953-farm-bill-battle-gop-push-crop-subsidies-climate-snap-funding\/\" target=\"_blank\">Agriculture bill <\/a>routinely gets hung up on the Supplemental Nutrition Assistance Program and climate provisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another philosophy could be that the Defense and the Labor-HHS-Education bills are grouped together because they often become embroiled in controversial policy riders, and Republicans and Democrats could negotiate the pair as a compromise, said NARFE\u2019s Hatton.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s even possible that the two-step plan is the outcome of meeting in the middle between multiple separate deadlines and just one, Lautz said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaker Johnson\u2019s office did not respond to emailed requests for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether the CR will make negotiations any easier remains to be seen. And in any case, none of the experts Federal Times interviewed said a CR is an acceptable way to budget long-term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t know how they pick which agency to put where,\u201d said Daniel Horowitz, deputy director of legislation at the American Federation of Government Employees. \u201cBut the good news is, it\u2019s two to three months <a href=\"https:\/\/www.federaltimes.com\/management\/pay-benefits\/2023\/11\/14\/if-government-shuts-down-when-will-federal-workers-get-paid\/\" target=\"_blank\">until the shutdown, <\/a>potentially, instead of the end of this week.
