According to a Boeing official, the price includes all previously definitized contracts \u2014 including a <a href=\"https:\/\/www.defensenews.com\/air\/2017\/09\/13\/boeing-lands-600m-contract-to-design-new-air-force-ones\/\" title=\"\" class=\"\" target=\"_blank\">$600 million contract<\/a> for design work and a <a href=\"https:\/\/www.defensenews.com\/air\/2017\/08\/04\/air-force-buys-boeing-747s-for-next-air-force-one-but-cost-savings-unknown\/\" title=\"\" class=\"\" target=\"_blank\">still-undisclosed contract<\/a> for two Boeing 747 planes \u2014 as well as the engineering, manufacturing and design contract, which has not yet been awarded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBoeing is proud to build the next generation of Air Force One, providing American presidents with a flying White House at outstanding value to taxpayers. When President Donald Trump, then the president-elect, <a href=\"https:\/\/www.defensenews.com\/air\/2016\/12\/06\/trump-tweets-us-should-cancel-air-force-one-replacement\/\">tweeted in December 2016 that he would cancel the program<\/a> if costs did not come down, he stated that the program was worth more than $4 billion. Experts and officials with knowledge of the budget told Defense News at the time that the $4 billion estimate was accurate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last February, Trump claimed he had already shaved $1 billion from the program. Subsequent reporting by Defense One shed light on many cost-saving cuts, including a <a href=\"http:\/\/www.defenseone.com\/business\/2017\/09\/searching-1-billion-inside-pentagons-struggle-match-trumps-air-force-one-boast\/140852\/\" title=\"\" class=\"\" target=\"_blank\">requirements change<\/a> that stripped a mid-air refueling capability and the decision to buy two 747s that were built \u2014 but never owned \u2014 by a Russian airliner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, budget documents <a href=\"\/TEMP-LINK-TEMP\/\" title=\"\" class=\"selected-link\">continued to show an estimated $4 billion total cost estimate<\/a>. Experts said Trump <a href=\"https:\/\/www.defensenews.com\/air\/2017\/04\/28\/trump-trims-air-force-one-cost-saving-estimates-from-billions-to-millions\/\" title=\"\" class=\"\" target=\"_blank\">would be hard-pressed<\/a> to cut $1 billion from the Air Force One program, where the price is driven by the design work needed to transform two commercial airliners into highly-fortified flying White Houses, complete with advanced communications and hardening that would protect the president against nuclear attacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the Air Force\u2019s Presidential Aircraft Recapitalization program, Boeing will produce two new Air Force Ones and is expected to start aircraft modifications in 2019.
