{"id":29021,"date":"2018-11-27T16:23:54","date_gmt":"2018-11-27T16:23:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/11\/27\/commission-report-emerges-as-tool-for-budget-hawks-in-congress\/"},"modified":"2026-08-07T23:39:38","modified_gmt":"2026-08-07T23:39:38","slug":"commission-report-emerges-as-tool-for-budget-hawks-in-congress","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2018\/11\/27\/commission-report-emerges-as-tool-for-budget-hawks-in-congress\/","title":{"rendered":"Commission report emerges as tool for budget hawks in Congress"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 A recently released report from a congressionally mandated commission is emerging as a tool for defense hawks who hope to increase military budgets in the coming years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report, put out by the National Defense Strategy Commission on Nov. 14, warned that a \u201c<a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/11\/14\/a-crisis-of-national-security-new-report-to-congress-sounds-alarm\/\" target=_blank>crisis of national security<\/a>\u201d looms for America, thanks to growing threats from countries like Russia and China and aging American assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commission identified a number of issues that have created this situation for America\u2019s military, including the need to modernize certain capabilities, tensions between the military and civilian sides of the Pentagon, and a decaying industrial base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But during a Tuesday hearing at the Senate Armed Services Committee, senators latched onto one clear message from the report: the need for increased funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SASC chairman <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/09\/05\/inhofe-takes-over-as-new-senate-armed-services-chairman\/\" target=_blank>Jim Inhofe<\/a>, R-Okla., opened up his comments by noting that fiscally \u201cwe got ourselves into this mess and we\u2019ve got to get ourselves out of this mess,\u201d while reiterating his belief that the Pentagon needs to be funded at around the $733 billion budget that had been expected until <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/10\/26\/its-official-dod-told-to-take-cut-with-fy20-budget\/\" target=_blank>just a few weeks ago<\/a> when the White House cut it down to $700 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response, Gary Roughead, a retired admiral who was the 29th chief of naval operations from 2007-2011 and who served as co-chair for the commission, said the authors of the report are \u201cvery mindful that it will take money&#8221; to accomplish the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/01\/17\/can-mattis-makes-the-national-defense-strategy-great-again\/\" target=_blank>National Defense Strategy<\/a>, and called $733 billion an ideal &#8220;floor\u201d for the Defense Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other senators were quick to jump on that point, with several offering that removing the threat of sequestration would help provide fiscal certainty for the department as it looks to invest, a statement not denied by Roughead or Eric Edelman, a former U.S. ambassador and undersecretary of defense for policy from 2005-2009.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even before the committee hearing, pro-defense lawmakers were starting to use the report and its dire conclusions to argue for a budget boost in negotiations over the Pentagon\u2019s nascent 2020 budget. And it could prove useful as hawks prepare for what may be an uphill battle, with Democrats who favor domestic spending taking the House in January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an interview earlier this month, <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/09\/06\/kyl-a-dod-and-defense-sector-ally-to-join-senate-armed-services\/\" target=_blank>Sen. Jon Kyl, R-Ariz<\/a>., a member of the commission before being tapped to replace the late Sen. John McCain, called it \u201ca valuable messaging document\u201d for the budget fights to come.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith Democrats taking the House, there\u2019s an additional challenge,\u201d Kyl said. \u201cMy hope is that the bipartisan nature of this commission will enable Democrats who are in doubt to come to the right conclusions, and that the intelligent Democratic members of the commission can perhaps persuade members who don\u2019t have the facts on the need to do this.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department\u2019s two-year budget boost may have left President Donald Trump with the mistaken impression it was enough to rebuild the military, Kyl said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOf course, it\u2019s not. It\u2019s just the beginning of a long process,\u201d Kyl said. \u201cIt would be helpful if he could make that point.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the president does request less than $733 billion, Kyl added, pro-defense lawmakers will have a tough time arguing for more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt would provide the Democrats with an easy political argument: \u2018Well even the president doesn\u2019t want to spend what the commission recommended,&#8217; \u201d Kyl said. \u201cAnd that would be unfortunate if that
