{"id":29108,"date":"2023-02-09T13:50:00","date_gmt":"2023-02-09T13:50:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/02\/09\/safety-chief-alleges-safety-violations-at-indiana-munitions-facility\/"},"modified":"2026-08-08T04:17:30","modified_gmt":"2026-08-08T04:17:30","slug":"safety-chief-alleges-safety-violations-at-indiana-munitions-facility","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/home\/2023\/02\/09\/safety-chief-alleges-safety-violations-at-indiana-munitions-facility\/","title":{"rendered":"Safety chief alleges violations at Indiana munitions facility"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The former civilian safety chief of <a href=\"https:\/\/www.armytimes.com\/pentagon\/2022\/11\/08\/pentagon-test-bed-to-ramp-up-development-of-hypersonics\/\" target=\"_blank\">Crane Army Ammunition Activity<\/a> in Indiana alleged safety violations with explosives at the munitions plant in a complaint to an independent government agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rick Ward, an Army reservist and the installation\u2019s former safety chief, first filed a complaint to the Occupational Safety and Health Administration in October 2020. The Bloomington, Indiana Herald-Times previously <a href=\"https:\/\/www.heraldtimesonline.com\/story\/news\/local\/2022\/10\/24\/crane-army-ammunition-activity-whistleblower-says-reporting-safety-violations-got-him-fired\/69564189007\/\" target=\"_blank\">reported<\/a> on the alleged violations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re just sloppy,\u201d Ward told the Herald-Times. \u201cThey don\u2019t follow (standard operating procedures.)\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ward said that personnel at Crane move explosives with chains and slings not inspected for years. Ward warned that bombs have dropped after chains and slings failed. Dropped bombs could explode and kill people, he warned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The former safety chief filed the complaint to the U.S. Office of Special Counsel, an independent government agency that derives some of its authority through the Whistleblower Protection Act. A <a href=\"https:\/\/osc.gov\/Documents\/Public%20Files\/FY22\/DI-21-000266\/DI-21-000266%20Letter%20to%20President,%20Redacted.pdf\" target=\"_blank\">letter<\/a> written in October by U.S. Special Counsel Henry Kerner to President <a href=\"https:\/\/www.armytimes.com\/pentagon\/2023\/01\/25\/in-reversal-us-to-send-31-abrams-tanks-to-ukraine\/\" target=\"_blank\">Joe Biden<\/a> and congressional leaders said the Army\u2019s investigation into the matter \u201cpartially or fully substantiated\u201d five of eight complaints Ward lodged against the facility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The facility south of Bloomington serves as the location to \u201csafely receive, inspect, store, ship, renovate, demilitarize, and manufacture conventional ammunition, missiles, and related components to support Army and Joint Force readiness,\u201d according to the facility\u2019s website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not the first time that the Occupational Safety and Health Administration looked into safety practices at the Indiana plant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an October 2013 finding, OSHA investigators found 34 \u201cserious\u201d violations. Classifying a violation as \u201cserious\u201d means the violation has a \u201csubstantial probability that death or serious physical harm could result from a hazard about which the employer knew or should have known,\u201d according to the statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Crane Army Ammunition Activity failed to ensure the facility was in compliance with established safety and health procedures,\u201d Vanessa Martin, director of OSHA\u2019s Indianapolis Area Office, said in a statement.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A letter was
