{"id":29170,"date":"2023-10-12T23:30:46","date_gmt":"2023-10-12T23:30:46","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2023\/10\/12\/pentagon-briefs-hill-on-army-special-ops-cuts-vacant-slots-targeted\/"},"modified":"2026-08-08T04:17:34","modified_gmt":"2026-08-08T04:17:34","slug":"pentagon-briefs-hill-on-army-special-ops-cuts-vacant-slots-targeted","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/2023\/10\/12\/pentagon-briefs-hill-on-army-special-ops-cuts-vacant-slots-targeted\/","title":{"rendered":"Pentagon briefs Hill on Army special ops cuts, vacant slots targeted"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Defense Department officials and the Army undersecretary briefed congressional staff members on Thursday that a significant portion of the proposed cuts to Army special operations forces would target vacant billets, not current soldiers, sources told Army Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite lawmakers and media reports sounding alarm over the proposed reductions in recent months, Army officials \u2014 including Army Secretary Christine Wormuth \u2014 have largely declined to discuss their proposals in detail before legislative briefings were complete. According to an <a href=\"https:\/\/www.wsj.com\/politics\/national-security\/army-plans-major-cuts-to-special-operations-forces-including-green-berets-4ac28684\">Oct. 5 Wall Street Journal report<\/a>, around 3,000 Army special operations roles are on the chopping block. A cut of that magnitude would eliminate approximately 10% of all Army special operations billets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Undersecretary Gabe Camarillo and other Army officials went to Capitol Hill Thursday and briefed professional staff members from the House and Senate\u2019s respective armed services committees \u201con Army structure changes, to include [special operations forces],\u201d according to a congressional staffer, who spoke on condition their name not be used in order to discuss the private briefing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A defense official, to whom Army Times also granted anonymity, confirmed the briefings occurred. That official added that the assistant defense secretary for special operations and low-intensity conflict was also represented in the closed-door events.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about Thursday\u2019s briefings, a second defense official told Army Times that a \u201csignificant portion\u201d of the requested cuts would fall on vacant positions \u2014 the Army\u2019s special operations community has not been immune to the recruiting crisis affecting the service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reached by email regarding the special operations cuts, a spokesperson for Wormuth referred Army Times to recent public statements made by the secretary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wormuth has repeatedly stated that the Army will request to cut what she terms to be \u201cover structure.\u201d That means eliminating or restructuring units that struggle to maintain adequate manning and are becoming \u201chollow.\u201d In an Oct. 3 press conference, she acknowledged that \u201cpart of what we\u2019re doing is driven by the recruiting challenges we\u2019ve had for the last few years.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The secretary also <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2023\/06\/28\/exclusive-army-secretary-talks-force-structure-cuts-sof-reform\/\" target=\"_blank\">exclusively told Army Times in June<\/a> that the service was weighing reductions to \u201cenablers\u201d who support operators after the U.S. has significantly reduced the Global War on Terror operations that caused the Army special operations community to double in size.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond vacant positions and excess enablers, Army Times could not confirm what other areas of Army SOF, if any, will lose troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed force structure reductions first came to light in May, when members of the Senate Armed Services Committee asked Army officials about them during a subcommittee hearing. Those lawmakers further voiced their objections last month, with a Senate staffer telling Army Times that senators wanted the Pentagon to \u201d&#8217;show us their math\u2019 in both a written report and briefings.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a <a href=\"https:\/\/www.defenseone.com\/policy\/2023\/09\/lawmakers-army-headed-fight-over-special-operations-forces-cuts\/390771\/\" target=\"_blank\">report from Defense One<\/a>, special operations officials also disagreed with the cuts, which led to Defense Secretary Lloyd Austin\u2019s mediation in the months preceding Thursday\u2019s briefing. Ultimately, Congress will decide whether to accept the Defense Department and Army\u2019s proposed force reductions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Military Times editor-at-large Todd
