{"id":29240,"date":"2022-07-20T22:45:50","date_gmt":"2022-07-20T22:45:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2022\/07\/20\/vas-16-billion-medical-records-overhaul-could-triple-in-cost\/"},"modified":"2026-08-08T07:42:14","modified_gmt":"2026-08-08T07:42:14","slug":"vas-16-billion-medical-records-overhaul-could-triple-in-cost","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2022\/07\/20\/vas-16-billion-medical-records-overhaul-could-triple-in-cost\/","title":{"rendered":"VA\u2019s $16 billion medical records overhaul could triple in cost"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Veterans Affairs officials announced Wednesday they will delay the planned deployment of the <a href=\"https:\/\/www.airforcetimes.com\/veterans\/2022\/06\/18\/va-to-delay-electronic-medical-records-deployment-to-additional-sites-until-2023\/\" target=\"_blank\">department\u2019s new electronic medical records<\/a> to sites in Idaho amid concerns the $16-billion project could be endangering veterans and may triple in cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/04\/26\/lawmakers-urge-pause-in-new-va-health-records-system-rollout-amid-more-problems\/\" target=\"_blank\">Senate lawmakers<\/a> said the latest postponement \u2014 and other promised fixes to the training and deployment process \u2014 don\u2019t go far enough to acknowledge the <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/03\/07\/concerns-over-va-electronic-health-records-mount-after-another-system-problem\/\" target=\"_blank\">deep-seated problems<\/a> with the system, some of which may not be reparable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor nearly two years, [local employees] have done all they can to provide healthcare to veterans in the middle of a pandemic, and with an electronic health record system that is not delivering,\u201d Senate Veterans\u2019 Affairs Committee Chairman Jon Tester, D-Mont., said during a hearing on the issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know this program faces very real problems. And we need to work together to make needed improvements without delay.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/veterans\/2022\/06\/18\/va-to-delay-electronic-medical-records-deployment-to-additional-sites-until-2023\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3139743.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">VA to delay electronic medical records deployment to additional sites until 2023<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">VA sites in Portland and Seattle were scheduled to start work with the new system later this year.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But VA officials said they are not abandoning the project, despite growing concerns about its long-term viability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve learned from these issues around patient safety,\u201d VA Secretary Denis McDonough said at a separate press event Wednesday. \u201cOur veterans deserve to have access to 21st century healthcare in a way that protects them and enhances their interests.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 10-year, $16 billion project was approved in 2017 by President Donald Trump and touted by his administration as a transformational event for the department by putting VA records on the same system as the Department of Defense for the first time. Military officials began using a new records system based on the same software in 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But last week, the VA Inspector General\u2019s office released a new report detailing 149 cases of patient harm, all of which were caused by the implementation of the new Oracle Cerner Millennium records software over a nine-month period at the department\u2019s hospital in Spokane, Wash.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A flaw in the system sent about 11,000 orders to an unknown and unchecked file, where requests for items such as appointments or blood tests went unanswered. In at least two cases, the lost files caused \u201cmajor harm\u201d to patients.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report was the latest in a series of negative assessments of the system unveiled by the inspector general over the last two years, several of which have prompted reviews and delays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One month ago, the department announced plans to delay deployment to sites in Washington and Oregon because \u201cthe system hadn\u2019t shown adequate reliability to support the current schedule.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latest delay came this week, when VA leaders announced plans to postpone deployment of the records system to sites in Boise, Idaho. That work was scheduled to begin this weekend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, lawmakers are also scrutinizing the cost of the project after officials said the total over the next 30 years could approach $51 billion, when factors such as system maintenance, care changes and staffing issues are factored in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is $40 billion over the cost estimate VA has been operating under until now,\u201d said Sen. Jerry Moran, R-Kansas, ranking member of the veterans committee. \u201cBut until Monday, we were not aware how large that cost overrun truly is.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/06\/23\/setbacks-with-new-health-records-system-have-shaken-va-secretary\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21027792851595.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Setbacks with new health records system have \u2018shaken\u2019 VA secretary<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The $16 billion project has faced numerous setbacks in recent years.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">VA officials said that those calculations factor in a host of expected costs outside of the software contract, and are not indicative of an over-budgeted endeavor. They also said they do not expect the system to cost more than the $16 billion agreed-upon price tag unless the 10-year implementation timeline is extended significantly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But they did acknowledge shortcomings in training and adaptation of the software in past years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Administrators promised that recent corrections \u2014 such as establishing new oversight protocols and staff training plans \u2014 would keep the project on schedule and produce the robust records system promised to staff and patients.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve taken sufficient steps to build additional safeguards, knowing where the vulnerabilities are based on experiences we\u2019ve had, to reduce the risk of additional harm or to reduce the likelihood of similar problems occurring and other sites,\u201d Dr. Gerard Cox, VA\u2019s assistant under secretary for health for quality and patient safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI feel like we have done everything possible to reduce the risk to patients.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials from Oracle Cerner have said that many of the initial problems with getting the new system integrated into VA were expected and reparable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile I fully appreciate substantial challenges exist \u2013 all of which are legitimate and understandable \u2013 the fact is that more is working than is not,\u201d said Mike Sicilia, executive vice president of Oracle Corporation, which took over the contract earlier this summer when it bought Cerner. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is nothing here that can\u2019t be addressed in reasonably short order.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part of that work will be shifting operations to a new cloud-based system, in order to prevent outages and stalls. Officials said they have had nearly 50 such problem events since the first VA site began using the Millennium software.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/03\/07\/concerns-over-va-electronic-health-records-mount-after-another-system-problem\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Mann-Grandstaff-Department-of-Veterans-Affairs-Medical-Center-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Concerns over VA electronic health records mount after another system problem<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A system issue forced the health records offline for a day last week, disrupting medical operations at a Washington state site.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Lawmakers remain skeptical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement last week, House Veterans\u2019 Affairs Committee Chairman Mark Takano, D-Calif., said he was \u201cextremely disappointed\u201d with the process so far, including VA\u2019s transparency about ongoing problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee ranking member Mike Bost, R-Ill., said he has \u201cserious doubts about whether this project should continue, even if the fatal flaws at the initial rollout sites are fixed\u201d because of the ongoing cost and safety questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several other lawmakers have pushed for VA to abandon the project, a move that would cost billions of dollars and leave the department\u2019s medical records systems with an uncertain future. McDonough said he is not considering that option.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will get to the bottom of these problems, and make sure that we can realize a modernized electronic health record that draws the full history of our veterans\u2019 service to the country,\u201d he said. \u201cWhen we realize that potential, we will be able to expand exponentially the
