The Senate Committee on Veterans\u2019 Affairs has been underperforming in its oversight duties, according to an independent grading of congressional oversight.<\/p>\n\n\n\n

The committee got an \u201cF\u201d grade from on the Lugar Center\u2019s Congressional Oversight Hearing Index<\/a>. The center is a non-profit that promotes bipartisan governance. The House Committee on Veterans\u2019 Affairs continued a seven-year streak of \u201cA\u201d grades.<\/p>\n\n\n\n

The Senate committee showed the lowest performance of any Congress since 2009, with only 25 total hearings, none of them being directly about investigative oversight. On average, the committee has 37 total hearings, and at least one is on oversight, the Lugar Center report said.<\/p>\n\n\n\n

\u201cIf a committee is holding any kind of oversight over a federal agency then it will include a congressional hearing,\u201d Jamie Spitz, Assistant Policy Director for Bipartisan Governance at the Lugar Center, said. \u201cIn our view, every committee hearing contains some oversight component. This is why we give some oversight credit to every hearing held in Congress.\u201d<\/p>\n\n\n\n

The Lugar Center index uses hearings as a proxy to grade a committee\u2019s oversight activity by comparing the committee against the session with the most hearings. In their index, the Lugar Center categorizes hearings as \u201cLegislative,\u201d \u201cPolicy\u201d or \u201cInvestigative Oversight.\u201d<\/p>\n\n\n\n

\u201cWe characterize hearings on the implementation of existing laws as \u2018Policy\u2019 hearings,\u201d Spitz said. \u201cWe reserve the category of \u2018Agency Conduct\u2019 for hearings that investigate malfeasance or failures in the Executive Branch with the aim of illuminating and correcting related problems. \u2018Agency Conduct\u2019 and \u2018Private Sector Oversight\u2019 hearings (which investigate failures within the private sector) are classified as \u2018Investigative Oversight.\u2019\u201d<\/p>\n\n\n\n

Despite the VA struggling with testing during the COVID-19 pandemic<\/a>, and a Government Accountability Office report that found the VA\u2019s sexual harassment policies inadequate<\/a>, the Lugar Center found that the current Senate VA committee has had no investigative oversight hearings.<\/p>\n\n\n\n

\u201cWe have seen an absolute abdication of responsibility by Republicans in the Senate to do even basic oversight of the Trump administration,\u201d said Donald Sherman, deputy director of Citizens for Responsibility and Ethics in Washington<\/a>, a government accountability non-profit.<\/p>\n\n\n\n

While it\u2019s common for committee chairmen to show restraint when they and the executive branch are of the same party, the current VA committee\u2019s performance is lower than when Democrats controlled both the Senate and the presidency. The committee\u2019s highest grade belonged to the 111th Congress when Democrats controlled the Senate, and Obama was in his first term.<\/p>\n\n\n\n

Sen. Jerry Moran, R-Kan., the Senate Veterans\u2019 Affairs committee chairman, defended his performance running the committee, noting that he was only sworn in as chair in January of this year, and that he held committee hearings every week between the impeachment trial and the COVID-19 outbreak.<\/p>\n\n\n\n

\u201cSince Sen. Moran became chairman in January of this year, the Senate Veterans\u2019 Affairs Committee has held 10 oversight hearings, two full committee policy roundtables and two legislative markups favorably reporting 23 pieces of legislation for full Senate consideration, with 14 bills passing the Senate, eight of which have become law,\u201d a spokesperson for Moran. \u201cChairman Moran will continue this aggressive start to his Chairmanship by working with the House to pass the Moran-Tester comprehensive veterans mental health bill, S. 785, and building on the Committee\u2019s work on veterans\u2019 access to community care, the transition to electronic health records and the VA\u2019s response to the COVID-19 pandemic.\u201d<\/p>\n\n\n\n

After President Donald Trump was elected and the Republican Party took control of the Senate in 2016, the Senate VA committee\u2019s grade dropped from a \u201cB-\u201d to a \u201cD-. “<\/p>\n\n\n\n

The House VA committee regularly scores well on the Lugar Center index. That committee has consistently gotten an A since the 113th Congress, despite changes in party leadership of the committee.<\/p>\n\n\n\n

However, reliable performance from the House can\u2019t make up for lack of oversight from the Senate, Sherman said.<\/p>\n\n\n\n

\u201cThe President has said repeatedly over the last several years,\u201d Sherman said. \u201cHe doesn\u2019t want his administration to respond to any oversight from Democrats. And so it\u2019s really incumbent upon the Republicans in the Senate to use their power to investigate waste, fraud and abuse at Veterans Affairs,\u201d Sherman said. \u201cNot because what the Democrats are doing isn\u2019t important, but because it seems clear that the administration is this hostile to oversight from the other party.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
