Democrats are already calling that another attack on veterans\u2019 benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move comes just a few weeks after GOP leaders were hammered by Democrats and<b> <\/b>veterans advocates (including Disabled American Veterans and Iraq and Afghanistan Veterans of America) for not including protections for veterans funding, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/04\/27\/veterans-benefits-take-center-stage-in-partisan-budget-showdown\/\" target=\"_blank\">in separate legislation calling for deep cuts in federal spending<\/a>. The latest move is likely to elevate that political fight again, and cement the veterans budget at the center of<b> <\/b>partisan fiscal fights on Capitol Hill for months to come.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The appropriations plan \u2014 set to be voted on by the Republican controlled House Appropriations Committee on Wednesday \u2014 is roughly the same level for veterans benefits and programming that as President Joe Biden requested in his budget plan earlier this year. It would be an increase of almost 6% over <a href=\"https:\/\/www.militarytimes.com\/veterans\/2023\/02\/14\/vets-groups-push-for-another-hefty-increase-to-vas-budget-next-year\/\" target=\"_blank\">current fiscal year funding levels<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans said the plan \u201chonors the country\u2019s commitment to veterans\u201d while also bringing more fiscal responsibility to the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Rep. Debbie Wasserman Schultz, D-Fla., and chairwoman of the appropriations committee\u2019s panel on veterans issues, called the plan \u201ca disappointing, deceptive, and potentially devastating bill for our veterans\u201d that \u201cplays right into Republicans\u2019 larger plan to slash government funding.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2023\/04\/27\/veterans-benefits-take-center-stage-in-partisan-budget-showdown\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_1803.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Veteran\u2019s benefits take center stage in partisan budget showdown<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Fighting between Democrats and Republicans over budget legislation has left veterans advocates uncertain about future support for their priorities.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">At issue is the Toxic Exposures Fund, created as part of the sweeping <a href=\"https:\/\/www.militarytimes.com\/news\/burn-pits\/2022\/09\/01\/vets-can-apply-for-all-pact-act-benefits-now-after-va-speeds-up-law\/\" target=\"_blank\">Promise to Address Comprehensive Toxics Act (or PACT Act) <\/a>last summer. The fund assigns mandatory federal funding to cover the costs of benefits for veterans suffering illnesses from military toxins from things like <a href=\"https:\/\/www.militarytimes.com\/news\/burn-pits\/2022\/03\/29\/what-are-military-burn-pits-and-why-are-veterans-worried-about-them\/\" target=\"_blank\">burn pit smoke<\/a> and chemical exposure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the fund is mandatory, lawmakers cannot adjust the money in the same way they do for discretionary funds. Veterans groups who lobbied for that said the protection is needed to ensure that veterans benefits aren\u2019t shortchanged by future political fights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Republican leaders have said the move creates <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/03\/15\/va-aims-to-help-38000-homeless-veterans-again-this-year\/\" target=\"_blank\">a host of cost-projection problems for other veterans bills<\/a>, and unnecessarily runs up VA spending. They also said that the administration has tried to force unrelated spending into the account. Under their appropriations plan, nearly three-fourths of the money for the fund \u2014 nearly $15 billion \u2014 would be shifted to discretionary funding, where the total can be adjusted annually.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVeteran victims of burn pits and other toxic exposure were made a promise under the PACT Act \u2014 that their care and benefits would be guaranteed,\u201d said retired Maj. Gen. Paul Eaton, senior advisor to VoteVets, said in a statement after the appropriations plan release. \u201cThe Republicans in Congress are now proposing we toss that guarantee in the garbage and put funding at risk on an annual basis.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The appropriations move is likely to have support in the Republican-controlled House but not the Democratic-controlled Senate. A House plan passed last month to limit non-defense federal spending next fiscal year similarly lacks support in the upper chamber of Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That broader spending plan \u2014 locking in funding levels at fiscal 2022 levels \u2014 drew criticism from Democrats who said the move could threaten veterans programming because the proposed spending cuts were not specified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By introducing a VA spending bill at roughly the same levels as the president\u2019s request, Republicans muted much of that political attack, although the changes in Toxic Exposure Fund open up a new series of criticisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHouse Republicans have repeatedly vowed that there will be no cuts to the care and benefits our veterans deserve, and [this] bill delivers on that promise,\u201d House Veterans\u2019 Affairs Committee Chairman Mike Bost, R-Ill., and House Appropriations Committee Chairman Kay Granger, R-Texas, said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA budget plan is the first of a dozen appropriations bills expected to be introduced by the House committee in coming weeks. Most of the rest have been delayed by ongoing negotiations among congressional leaders and the White House over<a href=\"https:\/\/www.militarytimes.com\/congress\/budget\/2023\/05\/16\/devastating-debt-default-threatens-troop-pay-defense-programs\/\" target=\"_blank\"> raising the country\u2019s debt
