That\u2019s up about 10% from fiscal 2022 levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA medical care services would be the main beneficiary of the funding boost, seeing more than a 22% increase ($118.7 billion) from fiscal 2022 levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, Senate Appropriations Committee Chairman Patrick Leahy (D-Vt.), called the appropriations package a responsible plan for supporting veterans, national defense and a host of other government priorities.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/burn-pits\/2022\/12\/16\/biden-urges-vets-to-apply-for-burn-pit-benefits-right-away\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22350657557518.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Biden urges vets to apply for burn pit benefits right away<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The commander in chief traveled to Delaware for a veterans town hall to highlight new services and help for toxic exposure victims.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe pain of inflation on American families is real, and it is being felt right now across the federal government,\u201d he said. \u201cFrom funding for nutrition programs and housing assistance, to home energy costs and college affordability, our bipartisan, bicameral, omnibus appropriations bill directly invests in providing relief from the burden of inflation on the American people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers need to finalize the funding plan by the end of the week or risk triggering a partial government shutdown just before the Christmas holiday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If approved, the VA appropriations would continue a string of significant yearly increases for the department\u2019s spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2001, the entire VA budget \u2014 including both discretionary program spending and mandatory benefits payouts \u2014 amounted to about $45 billion. By 2013, the budget totaled $139 billion, still less than half of this year\u2019s request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For fiscal 2023, the discretionary program portion of VA\u2019s budget alone totals $135.2 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It includes $2.7 billion for homeless prevention programs (up 25% from last year), $1.9 billion for caregiver programs (up $35%), $13.9 billion for mental health care (up 6%), and $916 million for medical and prosthetics research (up 4%).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also includes $5 billion for the Cost of War Toxic Exposures Fund, which provides additional money for implementation of the Promise to Address Comprehensive Toxics Act, better known as the PACT Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The total cost of the package is slightly higher than the White House\u2019s budget request for VA filed last spring. Nominees for the commission failed to gain support from key senators earlier this year, effectively dooming the effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate is expected to vote on
