Now a senior, Carter is seen by some sports analysts as a potential first-round pick in next April\u2019s NFL draft.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/12\/17\/lawmakers-rush-to-find-an-opening-for-army-star-blocked-from-nfl\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"156\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21355556457880.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lawmakers rush to find an opening for Army star blocked from NFL<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Army linebacker Andre Carter II would be required to serve two years active duty before playing pro football under legislation already passed by lawmakers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But Carter\u2019s plans for a service deferment were thrown into disarray last week when lawmakers included a provision in the annual defense authorization bill requiring two years of active-duty service before any such waiver could be granted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cService academy appointments are a zero sum game,\u201d lawmakers wrote in explanatory language for the bill. \u201cEvery appointment that goes to a graduate who does not complete his or her active-duty service obligation to pursue professional athletics could have been awarded to many other qualified young people who would have happily served their country.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both the House and Senate approved the language, and President Joe Biden is set to sign the authorization bill into law later this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But after a public outcry over Carter\u2019s situation \u2014 and a host of behind-the-scenes lobbying by Army advocates to top Pentagon and Capitol Hill officials \u2014 lawmakers backtracked on the new mandate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, they included language in the omnibus funding bill unveiled this week that would allow any academy students who enrolled before June 1, 2021, to continue under the old waiver rules, and mandate two years of immediate service only for students set to graduate in 2025 or later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means Carter would be eligible for a waiver to serve his active-duty time after a professional sports career. Army officials would still have to determine whether Carter\u2019s situation warrants such an exception, but that is seen as a likely scenario.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service academies do allow deferred service for other non-athletic, non-military opportunities, such as the Rhodes Scholarship program. In the 2022 draft, mid-first round NFL picks received four-year contracts worth between $12 million and $16 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The appropriations bill still needs to be passed by both chambers and signed by Biden before the new waiver rule becomes law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That work is expected to take the remainder of this week. If a budget bill isn\u2019t passed before the weekend, the lack of action would trigger a partial government shutdown just before the Christmas
