He said on Feb. 15 that \u201cthe eradication\u201d of the ISIS caliphate would be announced within 24 hours. It was not, and although Pentagon officials remain confident that ISIS is on the brink of defeat, <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2019\/02\/10\/us-backed-fighters-launch-final-push-to-defeat-isis-in-syria\/\" target=_blank>the struggle is not over<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. and other Western countries are backing a Syrian group known as the Syrian Democratic Forces, or SDF, comprised of local Kurdish and Arab fighters, who have battled ISIS for more than three years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a U.S. assessment ISIS fighters and civilian residents are on in a small sliver of land along the Euphrates River. Officials said that military operations to clear out the remaining ISIS fighters will likely restart soon and will probably take some time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iraqi militias said Thursday they launched dozens of missiles targeting ISIS militants holed up in a Syrian village across the border. This is the area along the Euphrates that has been ISIS\u2019s last stand.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/02\/22\/us-to-keep-10-percent-of-its-fighting-forces-in-syria-reversing-trumps-planned-full-withdrawal\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/C-syria.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US to keep 10 percent of its fighting forces in Syria, reversing Trump\u2019s planned full withdrawal<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">About 200 U.S. troops will remain in Syria for the foreseeable future, a reversal of White House plans for a full withdrawal from the war-torn country, after lawmakers voiced concerns about the security ramifications of a hasty retreat.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Acting Defense Secretary Patrick Shanahan has characterized ISIS in Syria as on the brink of defeat, while cautioning that measures are required to prevent its revival and return to areas of Iraq and Syria that have been liberated since 2014.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;When we talk about what&#8217;s occurred in Syria recently, it&#8217;s been the decimation of the caliphate,&#8221; he said in Brussels on Feb. 14. &#8220;And we talk about that in a military context. So, ISIS, Daesh, they no longer hold geography. They no longer govern in the spaces they once held. Their finances have been annihilated. Their ability to communicate on social media has been destroyed. You know, in that regards, they&#8217;ve been defeated.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Does that mean they&#8217;ve been eliminated? Are there remnants that are scattered or that&#8217;re hiding in those communities? Well, they are. But that&#8217;s the nature of the next phase: How do we maintain security? How do we keep them suppressed?&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December, Trump announced that he was <a href=\"https:\/\/www.militarytimes.com\/news\/your-army\/2018\/12\/19\/troops-may-immediately-withdrawal-from-syria-as-trump-declares-victory-over-isis\/\" target=\"_blank\">pulling all American troops out of Syria<\/a>, but last week he partially reversed course and agreed to <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/02\/22\/us-to-keep-10-percent-of-its-fighting-forces-in-syria-reversing-trumps-planned-full-withdrawal\/\" target=\"_blank\">keep a residual force<\/a> of perhaps a few hundred troops as part of an international effort to stabilize northeastern Syria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Associated Press writers Lolita C.
